ABOUT THE POSITION
As Executive Director, Human Resources Systems - the incumbent leads the transformation of HR systems capabilities, and their investment management by providing strategic planning, policy, and integration to facilitate accomplishment of the Human Capital Management (HCM) mission across the enterprise.

Responsible for developing and implementing a vision that extends across the HHS enterprise and beyond of innovation, transformation, and continual modernization of HHS HCM in support of HHS components, the HHS enterprise, and, where possible, to the benefit of the wider Federal government.

Manages the HHS HR domain and sub-domains consisting of automated systems, programs and applications, common business processes, and business analytics programs.

Responsible for the development, delivery and operation of all HHS HCM automated systems and tools (including the infrastructure components) to support the HHS population of approximately 86,000 employees.

Responsible for integrating systems and infrastructure to provide HHS-wide automation and tools to support business analytics, efficient management of resources, and streamlined business processes.

The incumbent is the senior executive and technical authority for HR systems, programs, applications and tools, and exercises authorities as delegated. Directly supervises subordinate Division Directors at the GS-15 level in the following areas: systems integration, design and development, operations and maintenance (EHCM/Oracle PeopleSoft HCM, Service Now ITSM and HR Exchange/HR Service Delivery). In carrying out these responsibilities, the incumbent:

Serves as a principal advisor to the CHCO/Deputy CHCO, OHR and is an authoritative resource on a wide variety of complex human resources issues, strategies, and administrative issues as well as activities related to the efficiency and transformation of human resources operations.

Coordinates activities where the CHCO/Deputy CHCO is personally involved, and on projects requiring interaction with Departmental agencies and other federal agencies such as the Office of Personnel Management on new and changing HCM processes, procedures and authorities.

Provides leadership coordination of requirements identification, budget identification and execution, strategic planning, cost analysis, risk analysis and strategic control of HR systems requirements.

Ensures HR systems and HCM responsible programs reflect the most advanced technology and developments.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.


All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (MTQ's):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

  1. Demonstrated success in providing executive level leadership and management of large, complex enterprise- wide IT systems and optimized IT environment components containing large scale contracts to include cloud based environments, integrated IT service delivery, IT governance and IT portfolio management.
  2. Knowledge of system design and development best practices with emphasis on shared IT services and the requisite buy-in and interaction with stakeholders while balancing multiple competing priorities and possible limited resources.
  3. Demonstrated ability to develop and execute the vision and strategic roadmap necessary to spearhead HRIT transformation by not only optimizing existing systems, but also acquiring and applying new products and services that transform - through modernization and innovation - HR Information Technology, how an organization operates, and overall service delivery.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
