Duties

Help
  • In this position, the incumbent will serve as chief of the Flood Risk Mangement, Economics, and GIS Section.
  • The incumbent is responsible for the broad scope of economic, geospatial, cartographic, and other financial activities for proposed and authorized Civil Works projects.
  • These proposed and authorized Civil Works projects include: flood control, navigation, coastal storm damage risk reduction, flood risk management, recreation, and water supply conducted by New England District (NAE) staff.
  • Responsible for providing guidance as needed for similar economic and geospatial related analyses conducted in support of Military and other projects.
  • Serve as primary advisor on economic and GIS activities and assists District staff engaged in the preparation of reconnaissance reports, feasibility reports, design memoranda, regulatory actions, and reports for Civil Works and Military activities.
  • The incumbent has lead role in establishing the economic strategy to be employed by all District economists and GIS specialists in studies and programs based on the Congressional authorization or guidance from the customer.

Education Requirements: All applicants must meet one of the following education requirements:

Basic Requirement for the Economist 0110 Series:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for the General Natural Resources Management and Biological Sciences 0401 Series:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for the Civil Engineering 0810 Series:

Please refer to the General Schedule Qualification Standards Basic Requirements for All Professional Engineering Positions Series for education requirements. (NOTE: Applicants MUST submit/upload a copy of the transcripts with the application package. For application purposes, unofficial transcripts are acceptable.)

Basic Requirement for the Physical Scientist 1301 Series:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience Requirements:

GS-13:
Specialized Experience: One year of specialized experience includes meeting THREE OF THE FOLLOWING: 1) Develop scope of work, schedules, and/or budgets for water resources projects; 2) economically evaluate water resources planning investigations; 3) identify potential solutions and/or make recommendations on courses of action in the planning phase of projects; and 4) prepare reports and/or technical documents outlining economic findings and recommendations on water resources projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

The Planning Division is a diverse organization housed within the New England District (NAE) Headquarters in Concord, MA. Members of the Planning Division have expertise in water resources planning, including plan formulation, environmental evaluation and restoration, cultural resources evaluation, economics, Civil Works Policy, and public involvement.
