Special Projects
Oversees or completes special projects as assigned, including those designed to promote and develop oversight and compliance of all internal operations. Such projects may involve need for information and/or analysis of emerging concerns related to the general administration and/or
management of the OIG.
Physical Security
Plans and directs projects to implement the enterprise physical security solution for OIG facilities nationwide. This work requires coordination with the OMP Facilities Management Team, various groups within the OIG, Department, and other Federal agencies, as well as contractors, engineers, and other external stakeholders. Makes recommendations for program including establishing systems and equipment standards, policies, guidelines, and standard operating procedures to support the physical security program.
Designs, develops, evaluates, and oversees the implementation of the physical access control system at OIG offices, and manages the overall project schedule, coordinating with appropriate parties. Identifies long-range program needs, analyzing alternative strategies for meeting those needs, and recommending appropriate methods of acquisition. Includes determining costs associated with developing and sustaining the program and ensuring proper budget allocations are made when needed.
Engages with OIG IT, Facilities Management, and other Physical Security personnel to ensure the OIG's requirements are met and systems are properly integrated and operational, and system maintained throughout the system's lifecycle.
Collaborates with the Facilities Management Team in work related to the design and construction of OIG environments to promote the safety and security of employees and property. This includes real property management, construction, electric, cabling, and other building infrastructure. Typical duties include managing the implementation of electronic physical access control systems from design through installation, including identifying and documenting security needs, proposing appropriate solutions, working with contractors to develop design documents and specifications, developing budgets, reviewing cost proposals, managing project and installation schedules, and managing the life cycle maintenance of the enterprise security system. Reads, understands, and evaluates site and facility engineering drawings for potential security deficiencies.
Conducts on-site facility security assessments and develops analyses to identify how critical and vulnerable facilities or sites are and threats against them. Reviews Federal Protective Service Facility Security Assessments and countermeasure recommendations and determines level of concurrence. Consults with OIG personnel and other security specialists to devise protection systems specific to particular sites to provide maximum security with the least interference in the OIG's mission.
Coordinates the preparation of technical planning documents and reports and/or developing detailed scope of work statements explaining procedural and specific delivery requirements for use in contracting for goods and services. Prepares reports and briefings for higher level management, client or other agencies.
Continuity of Operations & Emergency Preparedness
Develops an OIG specific Continuity of Operations and Occupant Emergency Program. Oversees work related to designing, developing, conducting, evaluating, testing, training and maintenance of the Continuity of Operations (COOP) Program, Occupant Emergency Program (OEP), Emergency Notification System (ENS). Determines the extent-to which OIG's emergency preparedness plans, policies, procedures, teams, training programs, systems, and alternate operating facilities are meeting, exceeding or falling below Federal requirements and stakeholder expectations.
Attends COOP Working Group meetings to stay abreast of policy changes to maintain awareness of continuity community issues, and to develop partnerships with stakeholder and federal associates. Keeps Deputy Director informed of any changes or issues that will affect the OIG and/or HHS.
Participates in department-wide programs for emergency preparedness, natural and man-made disaster response and other emergency program responsibilities, including coordination responsibilities with the Federal Emergency Management Agency and other federal departments and agencies. Prepares reports for the OIG and HHS staff relating to departmental COOP program preparedness and status. Works closely with Department and other Federal Emergency Coordinators to establish and maintain Multi-Year Tests and Training Exercises. Performs information sharing with other government agencies who classify or share information on issues that impact HHS programs and operations under the TS caveats.

Required to secure and maintain a Top Secret security clearance.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. For the GS-12 applicants must have 1 year of specialized experience which demonstrates a working knowledge of physical security; emergency management and planning; real property management; commercial facility design; and construction. Examples of qualifying experience include:
Resolving problems in existing security systems and emergency management programs;
Making recommendations to address security problems and improve procedures; and
Managing the implementation of electronic physical access control systems from design through installation.
For the GS-13 grade level applicants must have 1 year of specialized experience which demonstrates a mastery knowledge of physical security; emergency management and planning; real property management; commercial facility design; and construction. Examples of qualifying experience include:
Leading as a technical expert in projects to resolve problems in existing security systems and emergency management programs;
Making recommendations to address security problems and improve procedures; and
Recommending and managing the implementation of electronic physical access control systems from design through installation.
