GS-11: Qualified applicants must have at least 52 weeks of specialized experience at the next lower level or band that is equivalent to the GS-09 level within the federal service. Specialized experience is defined as: skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws, with emphasis on contract fraud and program fraud; proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-12: Qualified applicants must have at least 52 weeks of specialized experience at the next lower level or band that is equivalent to the GS-11 level within the federal service. This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37.
