Help

The Staff Accountant,

  • Contributes to the design, development, and maintenance of financial information systems. 
  • Operates, maintains, improves, and evaluates established systems for determining the cost of an entity's activities, for financial reporting, and for cash management and internal control purposes. 
  • Addresses the adequacy of system design, the adequacy of current data in providing financial information, and/or ways to use the system to satisfy new information requirements. 
  • Determines the extent to which systems support the efficiency and economy with which funds are obligated, transferred, controlled, and reported.

The ideal candidate will have demonstrated experience with government accounting practices in a federal environment including a familiarity with the application of FASAB accounting standards.  Candidates will be able to show competent application of statistical and/or judgmental findings with respect to financial records, use of financial systems, and management controls to determine the degree of efficiency, economy, and effectiveness of agency operations.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with accounting principles and concepts of accounting audit requirements.
  • Experience evaluating the existing internal financial control systems.
  • Experience reconciling integrated accounts for a variety of accounting systems and forecasting of the usage of funds within a program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Financial Systems – Provides analysis and advice regarding funds control, accounting programs and financial systems, and advising on the accuracy of disclosure documents and the financial condition of the organization.

2. Accounting Principles – Mastery of generally accepted accounting principles, and professional managerial accounting standards sufficient to conduct difficult assignments involving interfaces and inter-relationships between programs, systems, functions and policies.

3. Budget Execution & Funds Control - The employee is a designated agency Funds Control Officer (FCO) and is also looked to for advice on the effects of newly promulgated agency financial directives or guidance from the Office of Budget and Management (OMB).

4. Skilled Professional Accountant - Serves as a professional staff accountant and subject matter expert.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
