Summary

This position is located on the Six Rivers National Forest, Supervisor's Office in Eureka, CA.

The Public Affairs Specialist provides leadership for planning and executing a comprehensive public affairs program to communicate the Forest's programs/policies to the public and serve as a liaison between organizations which includes tribal governments.

Duties

  • The responsibilities listed below are at the full performance level.
  • Provide leadership for planning, designing, and executing a comprehensive public affairs program for communicating the organization's programs, policies, and activities to the surrounding publics.
  • Serve as the official spokesperson and primary contact for local and national media that require immediate responsiveness.
  • Coordinate effective employee and public meetings, workshops, field trips, or other forums designed to foster employee and public participation.
  • Develop crisis and/or emergency communication plans during emergency events such as road closures, evacuations, fatalities, etc.
  • Respond to media queries, including issues of a sensitive nature or may be subject to public misunderstanding or draw adverse public attention.
  • Serve as the principal advisor and spokesperson for the Unit leader and senior staff on all matters involving public issues and the creation of communication policy.
  • Initiate program of action to earn community respect and confidence, taking into consideration the differing needs and goals of various publics.
  • Maintain effective working relationships with representatives of government, congressional members, civic organizations, media representatives and special interest groups.
  • Provide leadership to preserve existing partnerships and develop new relationships with governmental/non-governmental/and non-profit organizations, tribal governments, media, and the academia.
  • Direct public affairs support for all natural resource program areas, to include community relations, serving as the liaison between local organizations, government officials, special interests groups, the public, tribal governments, etc.

Qualifications

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience examples include: Prepared written materials to promote the organization's position on a variety of sensitive, controversial and/or complex issues; Designed and tailored meetings and public involvement strategies to audiences that involved a degree of controversy; Established and maintained effective working relationships at multiple levels within an organization in order to develop and disseminate coordinated messages that accurately address organizational programs.

For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience examples include: Evaluated the effectiveness of a public affairs and/or communications program, contributed to long-range plans, and developed new methods and techniques in communicating with an organization's various publics and interest groups; Researched complex natural resource programs to develop communication materials using various tools and techniques, such as press releases, Opinion Editorials, multimedia and social media; Researched and analyzed controversial programs, assessed public reaction and developed appropriate communication strategies, information materials, campaigns, and programs; Maintained effective working relationships in achieving understanding with groups indifferent to or having opposing points of view to programs and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
