Duties

Help
  • You will be a subject matter expert in the planning, management, analysis, curation, and preservation of archaeological resources and related resources of importance to Indian Tribes, Native Hawaiian Organizations, and Alaska Native Entities.
  • You will provide cultural resources products and services to support the accomplishment of military actions and operations in compliance with cultural resources laws, regulations, and policies.
  • You will support, guide, and coordinate completion of cultural resources analyses for NEPA documents (such as complex EAs and EISs) to ensure integration with cultural resources laws and regulations, Executive Orders and DoD/DON policies.
  • You will manage archaeological resource programs addressing enterprise-wide efforts, development and implementation of Integrated Cultural Resources Management Plans, and the collection and processing of program metrics.
  • You will assist in the data collection and analysis necessary for planning, programming, and budgeting of cultural resources requirements, as well as the establishment of program priorities to support program execution.
  • You will coordinate and collaborate with other agencies, organizations, and DoD commands on archaeological and Native American issues related to policy and program matters.

  • This position is required to meet the professional standards and qualifications established by the Secretary of the Interior in archaeology or anthropology to the type of cultural resource (48 FR 44716).
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level 3. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes during occasional construction site visits.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and implementing department and organizational processes, procedures, policies and guidance associated with cultural resources laws and regulations, such as National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archaeological Resources Protection Act (ARPA), and the National Environmental Policy Act (NEPA); 2) Applying concepts, principles, and practices of historic preservation and cultural resources laws, regulations, and policies to support a large-scale/enterprise-wide organizational mission; 3) Providing guidance to organizational leadership to ensure compliance with cultural resources laws, regulations, and policies; and 4) Using information/data management tools to analyze performance, identify areas for improvement, and develop solutions. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a bachelor's degree or higher from an accredited college or university that include 3 semester hours each in the following course areas: history of archaeology; Archaeology of a major geographical area such as North America or Africa; Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archaeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archaeological field school.

OR

A bachelor's degree (or higher) from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archaeological field school).

OR

A combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.

OR

Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project.

Physical Demands: The work is primarily sedentary, but may from time to time include field work such as inventorying cultural resources and inspecting mitigation projects. Typically the employee may sit comfortably to do the work, although there may be some walking, standing, bending, driving an automobile, or carrying of light equipment, papers or books. No special physical demands are expected to perform the work. However, occasional construction site visits are possible, where the employee may encounter uneven terrain and situations which would require the wearing of a hard hat and proper footwear and some physical exertion is required for walking or standing for long periods.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of offices, meeting and training rooms. The work area is adequately lighted, heated and ventilated.
