Duties

Help
  • Plans, develops, supervises and directs the execution of all labor/employee management activities (labor, employee relations, performance management, awards and recognition, leave, and work-life programs).
  • Advises managers on regulatory requirements pertaining to operational aspects of labor/employee management activities providing solutions to complex problems, adjusting priorities, monitoring progress, and evaluating outcomes
  • Designs and implements comprehensive metrics in assigned program areas to drive efficiencies, effectiveness, and continuous process improvements, as well as outstanding customer service.
  • Develops positive relationships; participates with stakeholders in/outside of the organization when developing and executing plans for long and short term program requirements; and ensures full utilization of automated tools/methods.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have one year of specialized experience at the GS-13 level or equivalent. Specialized experience must be documented in your resume. Specialized experience is serving as Supervisory Human Resources Specialist in the Federal civilian service developing, planning, leading, directing and administering employee relations and labor relations, performance management; awards and recognition programs; leave programs; and various work-life programs; and serving as Supervisory Human Resources Specialist in the Federal civilian service researching and evaluating complex HR programs providing technical advice on personnel management laws, Executive Orders, Office of Personnel Management (OPM) and agency policy pertaining to employee relations, labor relations, performance management, awards and recognition; leave; and various work-life programs; and leading and managing a workforce of employees that entails subordinate supervisors.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed. You will be required to serve a supervisory probationary period of one year if one has not already been completed.

Telework: Telework availability will be based upon the mission requirements and supervisory determination.

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP.
