This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Human Resources and Security (OHRS). In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Duties

Help

The Civil Rights Division, Administrative Management Section, Office of Human Resources and Security, is seeking a Human Resources Specialist to provide services in human resources (HR) related program areas. The successful candidate will provide HR advisory, consultation services, and operating support to the Division. In this capacity, the incumbent will:

  • Participate in managing recruitment and placement actions for multiple sections across the Division.
  • Assist the Pathways Coordinator by attending outreach activities such as College Recruitment fairs, and other recruitment fairs to market CRT's student opportunities.
  • Participate in managing the benefits program for the Division.
  • Provide advice and assistance on the Division's performance management and incentive awards programs.
  • Provide advice on OPM, DOJ, and CRT directives and guidelines on a full range of matters pertinent to assigned functions.
  • Conduct new employee orientations.
  • Coordinate with newly selected employees to ensure all pre-employment actions are completed.
  • Process a full range of personnel actions in accordance with human resources laws, rules, and regulations and internal operating procedures.
  • Conduct internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements.
  • In addition to duties provided above, will perform other duties as assigned.

Specialized Experience Requirements

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify at the GS-09 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service or other pay system. This experience must include:

A.) Handling a wide range of tasks related to staffing developing job opportunity announcements and assessment questionnaires that meet legal and regulatory requirements; using office software and/or other office automation programs and HR database systems to enter data (NFC, EPIC, eOPF, etc.); experience initiating and processing personnel actions (e.g. resignations, pay changes, new hire actions, change in duty station) in a Human Resources information system (HRIS); recognizing obvious discrepancies and taking appropriate actions to correct or troubleshoot errors; knowledge of a wide range of HR concepts, principles, laws, regulations, and practices regarding employee benefits such as group life insurance, health benefits, TSP etc.; providing basic information on retirement benefits; advising managers and employees about common issues or problems related to benefits programs; oral presentations and written reports to support conclusions and recommendations; and providing administrative support to higher level staffing specialists in a variety or recruitment functions (such as USA Staffing);

OR

B.) One of the following types of education in a related field (e.g., Human Resources): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR two (2) full years of progressively higher level graduate education leading to such a degree. (Note: Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position);

OR

C.) A combination of specialized experience as described in A and graduate education as described in B, which when combined equal 100 percent of the requirement. (Note: To calculate your percentage of specialized experience, divide your total number of months of specialized experience by 12. To calculate your percentage of graduate education, first determine the total number of your graduate hours that exceed 18 semester hours or your school's definition of one year of graduate study, then divide the total number of your excess semester hours by 18 or your school's definition of one year of graduate study. Now, add the two percentages together. The sum of the percentages must equal at least 100%. In order to qualify based on a combination, graduate education must be in excess of 1 full year.)

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a higher grade than the grade that you currently hold, you must provide an SF-50 that shows that you have held the next lower grade for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate you have held the next lower grade for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. No award SF-50 will be accepted).

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.
