This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. The Student serves as a Pathways Intern Library and Archives Intern. Trainees perform a variety of clerical and administrative functions at the needs of the service assigned to, using judgment to answer simple and reoccurring questions and to resolve basic problems. This position provides a wide variety of paraprofessional and a wide variety of paraprofessional and technical support functions to Library Service including but are not limited to:

  • Provides technological assistance and training to NF/SG VHS staff and Veterans in person, phone, Skype (web conferencing), and other emerging modalities, in support for the VHA Mobile Health Program's health-pads program (iPads and mobile technology such as iPhones, all VA apps such as VA Video Connect, Annie, BHL, etc.) .
  • Assists Veterans in the use of the library's equipment such as desktop computers, tablets, e-book readers, portable DVD players, Playaways, and more. Instructs users to the equipment and troubleshoots equipment issues.
  • Assists the NF/SG VHS staff and Veterans in the use of health databases, public catalog, internal and external web sites and print resources.
  • Obtains interlibrary loan items for staff through the use of online systems such as DOCLINE, OCLC, and VALPAC
  • Handles circulation desk duties by checking in and out library materials, recalling overdue loaned items, deactivating weeded materials
Requirements for initial appointment
GS-3 Completion of 1 academic year of post-high school study
GS-4 Completion of 2 academic years of post-high school study or associate's degree
GS-5 Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree

The required education must lead to a bachelor's degree with specialization in or directly related to the field in which the student trainees will receive training on the job. The degree of specialization in this field must satisfy on graduation the specific educational requirements in the qualification standard for the corresponding two-grade interval positions. The Cooperative Education Program is structured to give students the opportunity to work in positions related to their academic/career goals.

Note: To be eligible, applicants must be accepted for enrollment or currently enrolled in a Bachelor or Master's program and seeking a degree in a qualifying educational institution, on a full or half-time basis as defined by the institution in which you are enrolled.

YOU MUST INCLUDE AN OFFICIAL ENROLLMENT VERIFICATION FROM YOUR SCHOOL THAT SHOWS YOUR CURRENT ENROLLMENT STATUS (FULL TIME, HALF TIME, PART TIME, ETC.) AND YOUR ANTICIPATED GRADUATION DATE. THE ENROLLMENT VERIFICATION IS NOT TRANSCRIPTS, WHICH ARE ALSO REQUIRED.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Multiple Schedules. The Cooperative Education Program is formally structured to give students the opportunity to work in positions related to their academic/career goals. A written agreement is required between the employing Center, school, and student. Within 120 calendar days after completing educational requirements, the employing agency may non-competitively promote and convert a student to a career/career-conditional or term appointment. The conversion is not guaranteed and is based on the needs of the agency. This appointment is up to but limited to (not to exceed) 354 days.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/25/2021.

Internship Program: To be eligible, applicants must be accepted for enrollment or currently enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis as defined by the institution in which you are enrolled.

  1. Be a U.S. Citizen.
  2. Be at least 16 years of age.
  3. Enrolled in a degree seeking program at a qualifying educational institution on a full or half-time basis.
  4. If enrolled, you must be in good academic standing.
  5. Provide transcript and proof of enrollment/acceptance.
  6. Successfully complete a background investigation to determine your suitability for Federal employment.
  7. Use of Direct Deposit required.
  8. Required to sign a Pathways Participant Agreement.
  9. All applicants must meet all qualification requirements by their application submission date.
  10. Must be able to complete 640 hours (16 weeks) of work prior to conferring the degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
