Summary

The incumbent serves as the Intramural Workforce Section Chief (Supervisory Management Analyst) within the Intramural Workforce Management Section in the Workforce Management Branch (WMB), Office of Management (OM), of National Institute of Mental Health (NIMH). The Workforce Management Branch (WMB) is responsible for managing resources and services which maximize both human capital management and workforce planning on behalf of NIMH.

Duties

Help
  • Oversees the development of tools and processes which offer competency management, succession planning, skills gap analysis, and workforce reporting and analysis services
  • Conducts in-depth studies, reviews, evaluations, and assessments of administrative management issues, proposals, and programs, identifies and proposes solutions.
  • Prepares a variety of comprehensive status reports, management summaries, and briefing papers.
  • Ensures consistency of internal operating policies and pay equity; manages the Title 42 Institute Standing Committee and coordinates and assists in the development of Title 42 pay adjustments.
  • Manages Title 42 actions to include review and monitoring of NIMH?s use of Title 42 personnel authorities within guidelines and directives set forth by DHHS and the NIH.
  • Participates in developing and implementing a comprehensive plan to identify areas of workforce underrepresentation, to include barriers and retention issues.
  • Assures that appropriate assessments, training and education of staff to meet personal and organizational goals are readily available to Institute employees.
  • Plan, assign, and direct the work of subordinates, and determine priorities and quality of work.
  • Provide advice and counsel to employees on work and administrative matters.

Qualifications

You may qualify for the Supervisory Management Analyst, GS-0343-14, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: creating work performance standards and evaluating the performance of subordinate staff; overseeing the planning and coordinating of the work to be accomplished; analyzing and evaluating data to prepare a variety of documents (i.e., status report, management summaries and briefing papers) addressing overall workload and issues; providing effective solutions and recommendations to management to accomplish workload and program objectives; managing the review of personnel actions and documents related but not limited to, Title 42, Title 38 Physicians Special Pay, Exceptional Pay Adjustments, and Recruitment, Retention and Relocation incentives.
