Duties

Help

As an auditor in the Audit Support and Evaluations Division (ASD), you will plan and conduct evaluations of USAID programs in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE's) Quality Standards for Inspection and Evaluation. Specifically, you will:

  • Collect appropriate data, analyze the data, develop data-based findings and conclusions, and present the information both orally and in writing to diverse audiences.
  • Plan, prioritize, and balance your work assignments to carry out required activities and meet timelines.
  • Identify and/or develop methodologically sound techniques to evaluate programs.
  • Learn new and complex material quickly to understand issues.
  • Research and collect relevant information that helps achieve engagement objectives.
  • Conduct analyses to assess information collected about agency programs against applicable criteria.
  • Develop findings and conclusions based on analyses.
  • Interview agency officials to obtain testimonial evidence to support findings and conclusions.
  • Write reports and other written products that effectively communicate information and findings. 
  • Communicate relevant information to agency officials, team members, internal stakeholders, and congressional staff, during formal and informal presentations, meetings, and/or interviews.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy. 

Qualifications

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    OR

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

Specialized experience required for GS-12:  To qualify for the GS-12 grade level, you must have one year of specialized experience at the GS-11 level in the Federal service or equivalent. Specialized experience is defined as:(1) planning/assisting in planning and conducting technical and complex audits and other projects that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS); (2) drafting and/or reviewing final reports for technical competency and audit standards.

Specialized experience required for GS-13:  To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized experience is defined as:  (1) planning/assisting in planning and conducting technical and complex audits and other projects that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS); (2) drafting and/or reviewing final reports for technical competency and audit standards; (3) monitoring audit and evaluation plans, and/or developing program enhancements and solutions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
