Duties

Help

As a Deputy Assistant Inspector General for Investigations, ES-1811-00, you will be required to perform the following major duties:

    • The incumbent supervises a staff of criminal investigators and specialized support staff requiring an extensive understanding of markedly different specialized functions and areas of work.
    • The incumbent manages and supervises a headquarters operation responsible for all investigative and administrative support for field operations, which includes policies and procedures, budget allocation and execution, intake management, report distribution, case management, liaison within and outside the OIG, quality assessment reviews, case management, and other special projects.
    • The incumbent allocates resources to resolve complex and significant investigative issues of marked difficulty and responsibility, which are of national significance and frequently result in criminal, civil, and/or administrative sanctions.
    • The incumbent makes assignments and determines subordinate's responsibilities and priorities; anticipates and responds to changing priorities, resource fluctuations, policy initiatives, and other program developments; and keeps subordinates informed of management decisions and directives.
    • The incumbent develops national and/or regional investigative initiatives; analyzes trends to anticipate investigative direction; participates and is responsible for strategic planning and implementation; measures organizational and individual performance.
    • The incumbent manages and directs geographically dispersed special agents in charge to ensure goals and objectives established by the Assistant Inspector General for Investigations and the Inspector General are met.
    • The incumbent provides presentations or briefings to the Inspector General, General Counsel, AIGI, Assistant Inspector General for Audits (AIGA), and senior DOI officials.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively
responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.

Typically, the experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Technical Qualifications (TQ's):

1.Demonstrated ability to manage a headquarters operation responsible for all investigative and administrative support for field operations, which includes policies and procedures, budget allocation and execution, intake management, report distribution, case management, liaison within and outside the organization or program, quality assessment reviews, case management, and other special projects.

2. Demonstrated experience managing, supervising, and conducting investigations related to allegations of fraud, waste, abuse, and mismanagement within a Federal agency.

3. Demonstrated ability to allocate resources to resolve complex and significant investigative issues of marked difficulty and responsibility, which are of national significance and frequently result in criminal, civil, and/or administrative sanctions.

4. Demonstrated ability to manage and direct geographically dispersed special agents in charge to ensure goals and objectives established by the organization and/or program are met.

Education

There is no substitution of education for experience at this level.

Because of the nature of the work, this position is covered by the Law Enforcement Officer provisions of Title 5, U.S.C. 8336(c) and is approved for Secondary Law Enforcement coverage under 5 USC 8331 (20) or 5 USC 8401 (17).

(1) The incumbent works irregular, unscheduled, and overtime duty and has responsibility for recognizing, without supervision, circumstances that require remaining on duty. Incumbents must be prepared to return to duty upon being summoned irrespective of a holiday or off-time considerations. Incumbents must be prepared to work extended shifts of duty; all of the above as specified in Title 5, U.S.C. 5545(b) and (c).

(2) Previous experience in a primary (rigorous) law enforcement position or equivalent outside of the Federal government, is a prerequisite. Coverage only extended if this position immediately follows service in a law enforcement position. FERS applicants for this position must have completed three (3) years of service in a rigorous position (aka primary position) in order to continue coverage upon selection.

(3) Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service

(4) Selectee will be required to qualify to carry and use firearms and other weapons as part of assigned duties and maintain such qualification.Lautenberg Notice: Title 18 USC Section 911(g).

(5) The incumbent will be required to undergo, and pass, regular medical examinations.

(6) This position is critical-sensitive and requires a Top Secret Clearance. The occupant of this position is subject to additional suitability for security purposes. Appointment to and retention of this position is subject to satisfactory clearance and issuance of Top Secret security clearance.

(7) The occupant of this position is subject to adherence to conflict of interest provisions for the Department of the Interior, Office of Inspector General.

(8) Selectee must meet the initial agency suitability determination (i.e. local police checks, review of past employment data, review of Query National information Center report, results of special agency check, etc.) before a final offer can be made.

(9) Applicants are ineligible for this position if convicted of a misdemeanor or felony crime of domestic violence unless such conviction was expunged, set aside, or the applicant received a pardon.
