    This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Response and Restoration (ORR), Emergency Response Division (ERD) with one vacancy in Silver Spring, MD.

    Responsibilities

    As a Supervisory Physical Scientist, you will perform the following duties:

    • Serve as Chief of the Emergency Response Division (ERD). Direct the program and staff responsible for the operation, readiness, and program delivery of two distinct emergency response functions: 1) scientific support to the federal lead for oil and chemical spills, and 2) emergency response natural resource trustee authority. Plan spending activities to meet budget priorities/deadlines, identify strategic priorities, and address high-level policy issues.
    • Provide scientific support, coordination and representation to 13 Regional Response Teams across the system and perform extensive preparedness, research, and development activities to carry out these functions. Incorporate scientific advances into a suite of software applications used for oil and hazardous material spill response and planning.
    • Apply project management techniques to initiate, plan, manage and complete complex events such as international conferences, continuity of operations exercises, and national meetings of stakeholders. Represent the organization in a range of agency and industry groups and partnerships. Author scientific and technical information in support of the position for the United States delegation in foreign meetings and workgroups.
    • Supervise a technical staff that provides interdisciplinary scientific expertise. Define employee technical work, requirements, and milestones; evaluate employee accomplishments and defend the organization and employees work to senior management and other offices. Recommend employee promotions and recognition, implement performance modifications and take corrective actions as appropriate. Conduct performance reviews and establish career development plans.
