Summary

The incumbent serves as the Supervisory Librarian for the Medical Library in the Education Services at the Orlando VA Medical Center. The Supervisory Librarian is delegated full responsibility for the administration, management and operation of the Medical Library. The incumbent establishes the scope and extent of the library programs and the services through the development of policies and operating procedures, library budget, and effective utilization of personnel, equipment and space.

Duties

Help

As the Supervisory Librarian, the incumbent manages, evaluates and plans knowledge -based information resources and services for medical center clientele that is timely and relevant to their needs. Applies knowledge to modify standard library practices and techniques related to acquisition of a wide variety of library materials, adapts automated systems and make significant departure from previous practice to resolve issues related to access, dissemination and delivery. Plans, evaluates and implements electronic strategies to enhance and/or accomplish new tasks or improve medical library functions for staff. The incumbent has specialized skills in knowledge management to determine services and products to be pursued by the facility and to ensure that products and services support the facility-wide goals and initiatives and maximize efficiencies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Education Requirements: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for GS-7.

Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
-OR-
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience of extensive, in-depth knowledge of all phases of professional librarianship to manage the library program; define the scope of the collections;
  • Plan and implement the budget; market services and products; evaluate hardware/software, vendor services and licenses; develop policies regarding circulation, collection access, hours of operation; Experience in applying theories, techniques and principles of professional librarianship.
  • Knowledge in a broad array of collection management techniques, subjects and formats of materials required at an expert level
  • Knowledge of medical sciences, print and electronic publishers and practices in print and electronic publishing, including licensing issues.
  • Specialized clinical knowledge is used to find, retrieve, synthesize, and provide information in the medical sciences and consumer health in order to design, manage and disseminate print and digital information to all areas of the medical center, Outpatient Clinics (OPC), and Community-based · Outpatient Clinics (CBOCs).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, bending, stooping, and reaching in card catalogs, shelf lists, and stack areas, lifting of moderately heavy (up to fifty 50lbs) pound items such as boxes and stacks of books indexes, and audiovisual programs and equipment and working in extremely narrow (two (2) foot wide) stack areas.

Applicant must meet BASIC EDUCATION: Possess one full academic year of graduate study in Library Science in an accredited college or university in addition to completion of all work required for a bachelors degree. (TRANSCRIPTS REQUIRED)

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
