As a Workforce Development Specialist you will:

• Develop strategic hiring plans that include strategies to facilitate hiring and retaining a diverse workforce and those with the requisite professional/scientific skills for closing occupational series and/or competency gaps in the workforce.
• Conduct studies of administrative and organizational functions, concepts, methodologies and procedures to provide recommendations and alternative approaches to systemic problems/issues.
• Monitor, evaluate and report progress made in relation to workforce-related strategic and operational plans and activities.
• Make formal and informal recommendations for improvements based on ongoing assessment of program achievements.
• Formulate program goals, objectives, and broad operations policies.
• Responsible for the planning, formulation and implementation of a comprehensive organizational development program, including activities in skills assessment, career development, workforce planning, diversity and inclusion, and organizational design.
• Plan, direct and coordinate resource, organizational and leadership requirements to successfully implement workforce and career development activities within the organization.
• Assist in formulation of program goals, objectives and broad operating policies as they relate to workforce development and strategic workforce succession planning and development and in fully implementing that plan.

Qualifications

Current or Former Political Appointees: Agencies must seek prior approval from the Office of Personnel Management (OPM) before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. Minimum Qualifications:
Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include developing plans, goals, and objectives for short and long range implementation and administration of the workforce development program for evaluating the effectiveness and efficiency of organizational operations.

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
