Plan, coordinate, and screen proposed projects for their interest and appropriateness for extramural grant programs at NINDS.
Provide scientific support in planning, coordination, evaluation and communication of research in neuroscience and neurology to internal and external stakeholders.
Conceive, design and perform detailed analysis of scientific and/or administrative factors affecting research program priorities and performance in the areas of specialty.
Serve as Office or Institute/Center (IC) representative on committees and working groups, focusing on areas of programmatic expertise.
Evaluate grant program supported by NINDS by tracking applications, success rates, activities and spending of grant recipients to inform future funding and policy decisions.
Prepare and make oral presentations to NINDS leadership and staff, NIH staff and the extramural community.
Provide guidance to grantees on their research objectives, funding opportunity requirements, compliance documentation and safety monitoring plans.
Work with Program and Division/Office Directors to ensure that tasks relevant to the scientific administration of assigned grants are performed accurately and in a timely fashion.

Qualifications
Basic Education Requirement:
In order to qualify for a Health Program Specialist (Neuroscience), GS-0601, position you must have successfully completed a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be form an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition, in order to qualify for the Health Program Specialist (Neuroscience) at the GS-11 level, you must:
1. Have completed a Ph.D. or equivalent doctoral degree in biomedical or related fields, or three (3) full years of progressively higher-level graduate education leading to such a degree in a related field;
OR
2. You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-09 level in the Federal Government, performing the following types of tasks: coordinating and/or conducting research projects in neuroscience, neurology or related fields OR experience managing or conducting translational or clinical biomedical research; assisting in developing and revising reports relevant to biomedical research; organizing information and presenting findings involving medical and scientific subjects to the scientific community; and authoring or co-authoring at least one biomedical research article submitted for publication or published in a peer-reviewed journal;
OR
3. Have a combination of graduate education and experience that meets 100% of the qualification requirements for this position.
To qualify at the GS-12 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-11 level in the Federal Government, performing the following types of tasks: coordinating, evaluating and/or conducting research projects in neuroscience, neurology or related fields; analyzing biomedical research to assess effectiveness of research strategies; analyzing alternatives and recommending solutions to problems affecting conduct of research studies; developing scientific material for presentations; and authoring or co-authoring at least one biomedical research article submitted for publication or published in a peer-reviewed journal.
To qualify at the GS-13 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-12 level in the Federal Government, performing the following types of tasks: planning, coordinating and assessing proposed research projects in neuroscience, neurology or related fields for their interest and appropriateness for funding; analyzing the effectiveness of scientific research strategies of proposed research projects; developing and presenting scientific material at conferences and workshops; providing advice to other researchers on the performance, planning or management of research projects; and authoring or co-authoring at least one biomedical research article submitted for publication or published in a peer-reviewed journal.
