Major Duties

  • Responsible for the day-to-day management of the Ambulatory Care Service, including primary care at main medical facility and CBOCs/satellite clinics Occupational Health, Compensation and Pension, Telehealth, HBPC and Environmental Hazard Clinics/Programs.
  • Must have a clear and thorough understanding of the Service goals and Chief's objectives to be able to communicate and correlate these goals with medical center and VA policies.
  • Responsible for space planning and alterations of Ambulatory Care Service space.
  • Serves as the Service construction coordinator and in this capacity; meets with construction personnel, top management and appropriate Service personnel on matters such as construction phasing; to interpret information, resolve problems and incorporate changes into plans.
  • Responsible for the administration of all personnel functions within Ambulatory Care Service.
  • Coordinate and write position descriptions and performance requirements for non-provider employees and as necessary the formulation of qualifications and other documentation required for filling vacancies.
  • Reviews and discusses disciplinary problems and grievances with employees and supervisors, taking appropriate action as necessary.
  • Responsible for providing subordinate supervisors and section employees with regulations and procedures intended to improve section operations, interpretations of regulations in order to facilitate operations, and for acting as the focal point within Ambulatory Care Service for the solution of the most difficult operational/administrative problems, or other intradepartmental questions which may arise.
  • Responsible for the determination of final results; methods to be used; and interpretation of program objectives.
  • Collects and analyzes the Services operational data, develops reports, and evaluates utilization, call patterns, scheduling, and identifies practice patterns that effect the Services efficiency and shares information with the Service leadership when patterns are identified.
  • Reviews all budgets for the Service and is responsible for forecasting, formulation and final execution of the budget for the Ambulatory Care Service.
  • Will continually gather, interpret, analyze and correlate large amounts of narrative and statistical information about the Services functions, workload and productivity.
  • Reviews all expenditures to ensure that they are appropriately charged to the Ambulatory Care Service or other funds and will exercise central budget control.
  • Oversees annual budget planning and implementation: making budget projections for future projects and fiscal years.
  • Serves as a certified Contracting Officers Representative (COR) for the contract development and management of quality monitoring.
  • Serves as the principle management resource to the clinical and administrative sections within the Service, as well as the subject matter expert to provide information on Service/ Medical Center policies with regard to personnel, equipment, budget, regulatory compliance etc.
  • Provides technical and administrative supervision to the administrative support staff in the Ambulatory Care Service.
  • Responsible for work assignments, determining priorities, leave approval and time attendance, counseling/disciplinary actions, training needs.
  • Will evaluate work performance of subordinates; provide advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for related positions; recommends appointment, promotion, or reassignment to such positions; hear and resolve complaints as supervisor; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, provide or arrange for needed developmental and training needs of employees; finds ways to improve production or increase the quality of the work directed; and develop performance standards.
  • Provides technical and administrative supervision to the administrative support staff in the Ambulatory Care Service.
  • Participates in the training and education of the Ambulatory Care Service staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below for the GS-11.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: information management, resource and operational management, clinical practice management and administrative process and policy expertise

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. A transcript must be submitted with your application if you are basing all of your qualifications on education

OR,

Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages; the total percentage must equal at least 100 percent to qualify at the GS-11.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The employee sits comfortably to do the work; however, there may be some walking, standing, bending, and carrying light items such as papers and books.
