Summary

This position is located in the Working Capital Fund Branch , Financial Management Division, Strategic Planning Office, Deputy CIO for Business Management and Planning, Bureau of Information Resource Management (IRM/BMP/SPO/FMD/WCF), in the U.S. Department of State (DOS). The primary duties are interfacing with vendors, external providers and invoicing/billing internal customers.  Analyzing, evaluating, and advising on improvements in business and financial management functions and activities.

Duties

Help
  • Participates in planning, analyzing and evaluating effectiveness of Branch financial management programs and activities.
  • Formulates policies and procedures for implementation of WCF spending, invoicing, procurement and vendor payment functions and provides analyses and evaluations of financial management activities.
  • Prepares financial analyses, presentations and other materials required by Branch Chief for funds management purposes.
  • Monitors vendor invoices and communications to ensure vendors are paid promptly and correctly, and that disputes with them are quickly resolved.
  • Collaborates with offices in developing selected aspects of financial impact analyses of cash flow/vendor payment actions, assesses monetary impacts of such actions and coordinates with appropriate budget authorities to ensure funding availability.
  • Provides input to budget formulation officials in their adjustments of long -range financial forecasts for the organization, and develops analyses of cost impacts to support new requirements and changes.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience applying analytical and evaluative methods and techniques to problems and issues concerning the efficiency and effectiveness of financial management programs and activities.

Experience managing and implementing organizational changes and the review, analysis and evaluation of substantive program operations in the organization.

Experience analyzing and evaluating financial management functions and work processes, present significant recommendations for program improvement.

There is no substitute of education for specialized experience for the GS-12 position.
