As an Underwriter, you will:
  • verify factual information submitted insofar as available data permits.

  • determine the plausibility and consistency of the conclusions based upon data presented in the report.

  • determine the consistency of the conclusions by comparison with other conclusions reported in similar cases recently processed including amendment of any item if warranted.

  • be responsible for monitoring DE Underwriter and Lender Activities and referring situations and questionable practices that may affect their further participation in HUD/FHA programs to the appropriate Field Office or Center Analyses Staff through the Chief Underwriter or Supervisor.

  • serve as Government Technical Monitor (GTM) ensuring that requirements of contracts, servicing the Center's functions, are being met.

  • make recommendations concerning work performance to the Government Technical Representative (GTR) and provides written documentation of any discrepancies.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market.  The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit.  Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

The official duty station for this position will be in Santa Ana, CA. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12 Grade Level:
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. In order to fully meet the specialized experience for the GS-12 you MUST meet the first two bullets AND one of the two final bullets. Specialized experience for this position includes:
- Direct Endorsement (DE) Underwriting review of residential property appraisals; AND
- DE underwriting of borrowers credit analysis and credit worthiness; AND
- DE approval or rejection of residential mortgage applications, OR
- Applying FHA residential property and credit underwriting requirements and procedures to render a credit decision on residential mortgage loan applications.

For the GS-11 Grade Level:
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Reviewing residential mortgage loan applications and residential property appraisals (1-4 units); AND
- Completing credit analysis of potential borrowers to make recommendations to approve or reject residential mortgage loan applications; AND
- Applying FHA property and credit underwriting requirements and procedures to make recommendations and decisions on residential mortgage loan applications.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
You may qualify on a combination of education and experience.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
