Duties

Help
  • Undertakes special projects and assignments directly related to the development of long range plans, policies and programs in support of the Department's transportation program.
  • Conducts research on impact of existing laws, Comptroller General Decisions, and new or proposed legislation on transportation and travel programs; methods of packing, storage and transporting of objects.
  • Participates as a member of a team studying, planning, and implementing complex operational aspects of the Department's transportation and travel programs.
  • Develops and coordinates a variety of documentation including, but not limited to, instructions, procedures, directives, regulations (i.e., Foreign Affairs Manual) and reports pertaining to transportation and travel functional matters.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants applying for the GS-11 grade level MUST meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:

  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
  • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
  • Providing advisory service involving commodity analysis from the transportation standpoint.

In addition, Qualifying specialized experience must demonstrate the following:

  • Experience analyzing and resolving matters concerning traffic management billing issues, contractual obligations and specifications.

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. (if related), from an accredited college or university with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position;.

OR

C. Have a combination of graduate level education AND specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Note: To qualify for this position based on education, your major field of study MUST have been in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position

In addition Qualifying specialized experience must demonstrate the following:

  • Experience with export and import operations and programs governing domestic and international freight movement, availability of services, carrier(s) capabilities.

There is no substitute of education for specialized experience for the GS-12 position.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
