Duties

This position is located within the Department of the Interior, National Park Service, Accounting Operations Center in Herndon, VA.

At the full performance level (GS-11) the major duties of this position include but are not limited to the following:
1. The primary responsibility of this position is to provide accurate and reliable advice on a wide range of administrative functions, including but not limited to providing support and services and directing (or obtaining services of) specialists, technicians and clerical support positions in delivering services to management and employees of the AOC, including overseeing mail processing operations.
2. The incumbent serves as the space and property officer for the AOC, responsible for acquiring and managing office and storage space. This includes utility contracts and needs, maintenance contracts, equipment contracts, and other service contracts. The incumbent will also order equipment and arranging for equipment repairs.
3. The incumbent maintains liaison with the U.S. General Administrative Services (GSA) for GSA system access and issues related to AO C's space management and U.S. Department of the Treasury regarding AOC staff's access to various Bureau of the Fiscal Service Treasury systems. The incumbent ensures appropriate access to these systems and knowledge of required business processes to ensure AOC operations run smoothly.
4. Responsible for keeping AOC's spending through sound advice on budget and financial management on a day to day basis. The incumbent serves as the resident procurement official responsible for all authorized purchases for the AOC. Oversees payment of invoices for goods and services after assuring that amounts billed are correct and the good or services purchased are satisfactory or gathers documentation and signatures for others to pay invoices.
5. Oversees designated timekeepers at the AOC, assuring that the AOC's employees are trained in requirements for maintaining accurate time and attendance records.
6. Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO.
7. Supports processing of interagency agreements and intra-agency agreements for AOC and for WASO program offices as needed.

NPS/AOC has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. This position is physically located in Herndon, VA. There is not an option for a permanent virtual work situation.

Salary Range Information:
GS-9: $60,129- $78,167
GS-11: $72,750- $94,581

Qualifications

To qualify for this position you must meet the Specialized Experience, Educational Requirements,OR Combination described below, for the grade to which you are applying.

GS-9:
Specialized Experience: To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to the GS-7 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Providing day-to-day administrative support for an organization, on matters including office space management, personal property management, personnel management, correspondence and document management, and employee timekeeping; 2) Being the point of contact for all employees, providing administrative support and managing their requests, for an organization; 3) Managing the procurement of supplies, equipment and services for an organization; 4) Paying invoices for goods and services, assuring that amounts billed are correct and goods or services purchased are satisfactory or gathers documentation and signatures for others to pay invoices. Must meet all specialized experience statements.

Education: 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

Combination of Education and Experience: A qualifying combination of post baccalaureate education and specialized experience that meets 100% of the qualification requirements for this position.

GS-11:
Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-9 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Providing day-to-day administrative support for an organization, on matters including office space management, personal property management, personnel management, correspondence and document management, and employee timekeeping; 2) Being the point of contact for all employees, providing administrative support and managing their requests, for an organization; 3) Managing the procurement of supplies, equipment and services for an organization; 4) Paying invoices for goods and services, assuring that amounts billed are correct and goods or services purchased are satisfactory or gathers documentation and signatures for others to pay invoices; 5) Assisting in management of budget/funding, making sure that funds are used in accordance with the operating budget. Must meet all specialized experience statements.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
