This position is located in the National Weather Service (NWS), Office of Water Prediction (OWP), Water Prediction Operations Division (WPOD) at the National Water Center (NWC) with one vacancy in Tuscaloosa, AL.
The working title for this position is Total Water Specialist. As a Total Water Specialist, you will perform the following duties:
Develop specialized oceanographic analysis techniques for integrating large oceanographic, atmospheric, and hydrological data sets to improve the National Oceanic and Atmospheric Administration’s (NOAA) predictive capabilities of the effects of storm surge.
Performing a wide range of operational forecast duties, including working closely with National Hurricane Center (NHC) Specialists during land-threatening tropical cyclone situations to produce storm surge forecasts and products.
Serve as liaison for the Office of Water Prediction (OWP) and the National Hurricane Center (NHC), working on coastal dynamics, including leading briefings for senior leaders, core partners, and other federal agencies about routine and high impact weather events.
Required to pass a background investigation and fingerprint check.
Must be registered for Selective Service, if applicable (www.sss.gov).
Qualifications requirements must be met by closing date of announcement.
Must be suitable for Federal employment.
This position requires a Public Trust (Moderate Risk) Security Clearance.

PHYSICAL DEMANDS: During hurricanes events and large-scale extra-tropical storms the increase in workload and the necessity for rapid dissemination of warnings and updates requires periods of acute mental alertness and produces considerable mental stress. Large hurricane events often require the incumbent to work hours longer than the usual shift which may add to the physical and mental stress. Noise levels for communications equipment may be an occasional nuisance. The incumbent may work several consecutive hours at a computer terminal.
CONDITIONS OF EMPLOYMENT: This position may be required to work rotating shifts.

Qualifications

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:
EDUCATION:
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
OR
B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.
Note: Applicants who qualify on the basis of major study in geology or biology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Analyzing oceanographic data sets in order to perform oceanographic analyses; and
Assisting with the preparation of forecasts and warnings of marine conditions, coastal storm surge activities, tropical cyclones, or flooding.
