Summary

The position is located in the Technical Security and Safeguards Division, Office of Information Technology Infrastructure, Deputy CIO for Foreign Operations, Bureau of Information Resource Management (IRM/FO/ITI/TSS). The incumbent serves as the principal TEMPEST subject matter expert and information technology hardware principal investigator for non-destructive testing and analysis. Also serves as the principal investigator for Electro-magnetic Interference imaging science.

Duties

Help
  • Coordinates functions and activities of the Customer Service, Engineering, Installations and Configuration Management Sections of the organization that include oversight of contract technical support, network engineering and installer personnel.
  • Performs quality assurance checks on finished products and deliverables, and provides contractor staff with the appropriate mitigations necessary to ensure that specific equipment is tested, inspected, evaluated, validated and certified.
  • Acts as primary source of telecommunications information within a designated team in applying the most advanced engineering and scientific discipline concepts to the assigned scientific investigations.
  • Prepares equipment design objectives for study groups and interested equipment manufacturers, and assists Contracting Officer with price analysis and negotiation of design, prototype and production stages of contracts.
  • Establishes liaisons and coordinates with high-level engineers in other government agencies to deploy and implement Division systems and processes
  • Responds to various crises, emergencies and other field problems by developing and recommending solutions that include integration of TSS resource requirements.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

In addition, qualifying specialized experience must demonstrate the following:

  • Experience participating in the implementation of TEMPEST policies. 
  • Experience performing quality assurance checks on finished products and deliverables.
  • Experience preparing equipment design objectives for study groups.
  • Experience analyzing communications and related equipment in terms of feasibility. 

There is no substitute of education for specialized experience for the GS-14 position.

  • Skill in communicating effectively orally and in writing.
