The incumbent creates, develops, implements and evaluates the Agency's public affairs and public relations programs and strategies to promote minority business development objectives. Through targeted national and international outreach activities, provides critical interface with high-growth minority businesses and provides referrals to business development units to meet the Agency's objective of supporting the growth and development of minority businesses and creating jobs. The incumbent creates strategic partnerships between minority businesses and their representative organizations. Establishes and maintains a reliable bi-partisan network with federal, state, and local elected officials' offices, committees, and affiliated agencies or intergovernmental organizations. Develops mission-critical positions on issues affecting minority business policies on the national, state and local levels and presents them to external audiences, including defending policy in congressional hearings and to congressional audiences, presenting materials in a public setting where media may be present. Persuades and defends positions to internal audiences at the Secretarial level and below and to external public and private sector audiences.

Promotion Potential: This position is at the full performance level.
This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
