WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION?

The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Analyzes, perfects and approves non-competitive Personnel Action Requests (PARs) including determining complex and basic qualifications and pay setting, and resolving back pay cases due to administrative oversight and/or grievance settlements.
  • Assists employees and managers in resolving both routine and complex employee account issues/problems initiated by the individual, management or discovered by the EAR by providing technical information on a wide range of personnel/payroll issues. Advises customer and office personnel as to future action necessary to ensure accurate employee account information in all databases, i.e., HR Connect, Totally Automated Personnel System (TAPS) and National Finance Center (NFC) corrections.
  • Develops, analyzes and evaluates information involving the research of records and the nature of each inquiry including the way it was presented in order to inform and advise, answer inquiries or resolve problems related to the unique circumstances of each individual.
  • Researches and resolves differences between the various personnel databases. Initiates corrective action and monitors the database and progress of proposed corrective action.
  • Provides analytical assistance to identify actual and/or potential problems and recommend solutions, i.e., initiating detailed referrals to a Subject Matter Expert.
  • Monitors noncompetitive actions that interface among HR Connect, TAPS and NFC and identifies issues that prevent the interface process.
  • Provides input on program procedures and techniques to improve baseline measures and employee organizational efficiency for assigned functions.
  • Participates in conference calls and meetings to provide input on procedures and techniques to improve baseline measures and employee organizational efficiency for assigned functions and other EAR sites.
  • Provides education and outreach to support personnel and managers in making educated decisions to best manage, update, and verify the accuracy of their employee accounts. Develops and provides technical materials on a variety of subjects involving use of automated personnel systems.

Qualifications

GS-05 SPECIALIZED EXPERIENCE/EDUCATION:
To qualify for this position at the grade 5 level you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes experience applying standard procedures and requirements related to an assigned human resource management function(s) to perform a variety of clerical duties that support the assigned function(s). Examples may include maintaining position description books, classification standards, and files; Providing routine information to managers and employees on various human resources issues; Reviewing requests for personnel actions and position descriptions for format, completeness, and consistency; Providing support work to others managing programs (e.g. training programs, education programs, etc); Participating in preparing course materials for printing and distribution; and preparing vacancy announcements for review for less complex positions.
OR
You may substitute education for specialized experience as follows: a bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.
OR
A combination of education and experience equivalent to that described above.

GS-06 SPECIALIZED EXPERIENCE:
To qualify for this position at the grade 6 level you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes experience in applying human resources management rules, procedures and operations pertaining to the specific functional assignment. Experience using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples may include: Preparing vacancy announcements; Screening applicants against minimum experience and educational requirements; Reviewing position descriptions for format, completeness, and consistency; Reviewing or processing requests for personnel actions; Gathering data and preparing reports and documents; Providing information to managers and employees on various human resources issues; Researching, correcting, and validating pay transactions; and utilizing office automation and various program applications in order to research information.

GS-07 SPECIALIZED EXPERIENCE:
To qualify for this position at the grade 7 level you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal Service. Specialized experience is experience applying human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples may include: Preparing vacancy announcements; Screening applicants against minimum experience and educational requirements; Performing classification reviews of clerical and paraprofessional positions; Providing information to managers and employees on various human resources issues (e.g., employee benefits, labor relations, staffing, recruitment, position classification, worker's compensation, etc.); Utilizing office automation and various program applications in order to research information; Utilizing personal computers to gather, maintain and compile statistical data on performance development activities; Participating in course development activities such as gathering data and conducting limited task analyses and preparing reports; and utilizing personnel and payroll systems to affect a variety of personnel and pay actions.

GS-08 SPECIALIZED EXPERIENCE:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes experience applying human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Experience using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples may include utilizing personnel automated systems and procedures to determine appropriate steps to input unusual personnel actions and to resolve rejected documents; Utilizing written and oral communication techniques in order to explain complex programs, and to clarify difficult problems; Applying regulations and requirements relating to basic recruitment and placement and/or employee benefits and labor relations, classification, basic and complicated qualifications, complex pay setting and personnel/payroll programs in order to provide expert assistance to employees and managers; and resolving a wide range of complex personnel and employee account problems/issues.

-Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
