As an authority on interrelated issues of effectiveness, efficiency and productivity of substantive mission-oriented programs, the position receives administrative and policy direction concerning overall project priorities and objectives. The position plans, schedules and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. The incumbent’s primary duties are to analyze processes and programs, identify areas in which technology can improve processes, and produce automated workflows and other technological solutions based on this analysis.   In performing these duties, the incumbent provides program and business analysis and technical and operational expertise, regarding programs and related projects within the Library Services (LS) Service Unit. In performing these duties, the incumbent provides program and business analysis and technical and operational expertise, regarding programs and related project. The incumbent uses analytical and evaluative methods and techniques for assessing program development and management and execution, improving organizational effectiveness, and administering automated projects and systems.

The incumbent analyzes products, and services, and technological solutions that expand core capabilities. Such actions provide LS the means to act as a cohesive service unit in related business areas, improving efficiency, reducing costs; and better leveraging partnerships to aid in fulfilling LS services to stakeholders and the Library of Congress mission as a whole.

Coordinates and conducts conceptual program and business systems analyses and studies of highly unstructured and interconnected problems involving both difficult technology and complex human relations or programmatic issues.

Plans and analyzes new business process methods or techniques of material significance to solving important business problems with creative methods.

Conducts analysis of statistical data and comprehensive evaluations of ongoing operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. Prepares and edits reports and related documents on complex program issues, provides expert guidance and data analysis that supports management decision-making.

Communicates report results in both graphical and narrative formats to service unit management and highlights the critical data needed to support management decisions. The incumbent also analyzes emerging technology and automation trends within the Federal community and provides recommendations for the utilization of automation to improve the efficiency, accuracy and timeliness of service unit operations and programs. Evaluations and recommendation are reviewed by management officials for potential influence on broad agency policy objectives and program goals. Findings and recommendations are normally accepted without significant change.

Leads, designs, conducts or participates in complex projects, management studies and reviews, particularly those with wide or significant effect upon LS policies, processes, and operations. Determines whether to broaden or narrow the scope of projects or studies.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.

A “Not to Exceed“ (NTE) status is used to identify an appointment with a specific ending date. However, the Library has the right to separate a NTE employee at any time due to either performance issues or budget constraints.
