Summary

This position is located on Pacific Southwest Region; Six Rivers National Forest located in Eureka, CA.

The Tribal/Partnership Coordinator participates in the development, coordination, implementation, monitoring & evaluation of the Forest partnership program. Build & maintains relationships & partnerships with Tribal Councils, Tribal Leaders & officials of other agencies.

Duties

Help
  • Duties listed are at the full performance GS-11 level.
  • Propose partnership opportunities to potential partners to grow a partnership program.
  • Facilitate partnering sessions between staffs, teams and current or prospective partners to promote the goal of shared stewardship of forest service lands.
  • Provide consultation to tribal governments to assess the impact of federal government plans, projects, programs and activities.
  • Resolve programmatic issues related to partnership agreements.
  • Advise leadership on tribal consultations to coordinate completion of projects and land actions.
  • Provide advice and guidance to staff dealing directly with Tribal Representatives to ensure interactions are appropriate and respectful.
  • Develop tribal contacts to facilitate relations between agency decision-makers and tribal government members.
  • Research and prepare grant proposals to leverage funding to support projects.
  • Produce marketing materials, briefing papers, fact sheets and news releases to address partnership program support.
  • Produce print and electronic news to market products/services via web and social media, and print publications specific to partnerships in support of the partnership program.

Qualifications

Specialized Experience Requirement:

For GS-09: You must have one year specialized experience equivalent to the GS-07 grade level in the federal service. Specialized experience is defined as all of the following: Developed and maintained relationships with stakeholders such as government agencies, private industry, universities; Assisted with the planning and execution of community events and services such as coordination and facilitation of public meetings, outreach efforts, and community roundtable discussions; Assisted with the oversight of contracts, grants and agreements, and partnership quality assurance surveillance to ensure performance was within contractual provisions and regulatory requirements; Assisted managers in maintaining a communication network for a partnership program.

For GS-11: You must have one year of specialized experience equivalent to at least the GS-9 grade level in the federal service. Examples include: Assisted leadership in the development and implementation of a partnership program; Assisted in marketing partnership program efforts; Ensured partnership program meets program goals, vision, and values; Participated in strategic planning and writing grant proposals

OR

GS-09: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-11: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or
LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
