As a Supervisory Housing Program/Policy Specialist, you will:
  • be responsible for all activities of a program area including: directing and supervising a staff assigned to a specific program area within the Division whose primary duties are providing technical support and policy clarifications to homeowners, lenders, housing counseling agencies and other HUD staff, responding to inquiries and questions from program participants regarding default management, servicing, loss mitigation and risk management.
  • develop, implement, and/or recommend to the Director and/or Deputy Director of the Division operating procedures and systems, staffing, patterns and budget required to carry out a cost-effective default management program.
  • review and evaluate work of subordinates to determine whether stated objectives are met, advises and trains staff regarding program objectives, makes recommendations to the Director and or Deputy Director of program requirements concerning staff, time and budget and reports on staff performance and program operation.
  • Provide technical direction and supervision to staff to assure compliance with established procedures, policies and prescribed management and operating techniques; assures staff is meeting agency default management objectives by the Headquarters Office of Single Family Asset Management; maintains maximum staff utilization and efficiency; and reviews completed efforts for soundness of judgment. The incumbent must exercise judgment in interpreting and applying guidelines in responding to and solving problems and dealing with controversial issues.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The official duty station for this position will be in Oklahoma City, OK. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.


Specialized experience is one (1) year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the federal service, which has equipped the candidate with the knowledge, skills, and abilities to perform the duties of this position successfully. Specialized experience is defined as:
- Experience as a manager of a loss mitigation and servicing division with a federal agency, government sponsored enterprise, financial institution or mortgage company servicing FHA or conventional single family mortgage loans; AND
- Knowledge of single family housing programs, structure, missions, functions, systems, organizational relationships and default servicing operations; AND
- Managing the servicing, loss mitigation, and risk management program activity for FHA insured, conventional, VA, or USDA single family mortgage loans; AND
- Reviewing and evaluating new or proposed single family loss mitigation or servicing policies and procedures to determine their impact on current overall operations.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
