The Deputy General Counsel for Procurement, Intellectual Property and Technology Transfer provides legal services, counsel, and support to the NNSA and its subordinate elements, and represents the NNSA as Counsel before Federal, State, and other government agencies.
Provides legal advice and counsel to the NNSA Secretarial Officers and the General Counsel regarding contracts, financial assistance agreements, loan activities and other transactions.
Provides supervisory oversight of the NNSA intellectual Property/Technology Transfer Team (IP/T3), which has been organized to provide comprehensive legal support for all aspects of NNSA’s intellectual property matters and technology transfer activities.
Serves a principal legal advisor to the NNSA General Counsel with respect to legal matters within his/her designated areas of expertise and manages a staff of attorneys performing legal work in these areas, assisting the General Counsel in fulfilling the GC’s statutory mandate set forth in the NNSA Act.
Assists NNSA Program officials in interpreting and satisfying mandates set forth in legislation, US statues, the Code of Federal Regulations, the Federal Acquisition Regulation, the Department of Energy Acquisition Regulation, and enforcement of intellectual property rights.
Reviews and comments on legislation, Office of Management and Budget circulars, Congressional queries, and applicable orders and regulation which may affect procurement and all types of financial activities of NNSA. The activities upon which the incumbent advises are subject to extreme public scrutiny and industry interest, particularly in the area of new contract awards where laboratory operating contracts are often valued in the 10s of billions of dollars. The action can lead to protests to the GAO, Court of Federal Claims, or other contentious public litigation.

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources.

The duties of this position require admission to the bar of the highest court in any State or the District of Columbia and general familiarity with the national security structure and responsibilities within the executive branch. In addition to sound legal training and experience that has indicated exceptional ability in the legal profession, the incumbent must possess the personal attributes and professional stature necessary to provide sound definitive advise to senior NNSA officials, as well as the ability to confidently and authoritatively direct and motivate highly trained professional staff assigned to perform the mission and functions of the office. The incumbent must have the ability to work without supervision and to quickly master unfamiliar, unique areas of law, producing reasonable, logical solutions in solving complex legal issues and to deliver concise and effective oral and written presentations.

1. knowledge of and experience with all aspects of federal acquisition and contract administration and contractor oversight as applicable to the nuclear weapons enterprise or any large and complex Federal entity.
2. Experience in at least two of the following subject matter areas: a) federal acquisition law, b) or legislative law, c) managing litigation as it relates to federal government issues, or d) leading small groups.
3. Experience providing advice and counsel to Senior Leadership within a semi-autonomous organization, involving all of these areas: a) national security issues, & b) major site operations contract administration, and c) federal oversite of multibillion-dollar operating contracts.
