Summary

This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Project Development and Coordination, Project Analysis Division (OBO/PDCS/PDC/PA). The incumbent serves as a Program Analyst, responsible for functional program and project analysis and planning for the construction, maintenance, repair, and upgrading of the real property assets of overseas posts.

Duties

Help
  • Initiates, plans, & carries out studies & analyses to evaluate the capital & non-capital requirements of overseas posts, justify & facilitate the planning of projects, & assess their efficiency & effectiveness in achieving program goals & objectives.
  • Plans, conducts, and/or coordinates special projects and complex management studies & reviews, particularly those with wide or significant effect on PDC’s organization structure, policies, processes, operations, fiscal controls, and best practices.
  • Assists in the development of program and project planning, budget justifications, cost estimates, schedules and obligation planning for capital and non-capital programs in the OBO Budget and Long Range Plan.
  • Represents the PDC project security requirements program, develops policy recommendations, formulates & coordinates program goals, objectives, & targets. Coordinates the development of project specific requirements.
  • Prepares and presents briefings to senior management as the subject matter expert for areas of responsibility. Utilizes data analytics tools to develop dashboards presenting complex program and project.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience applying qualitative and quantitative analytical techniques for the assessment, improvement, and enhancement of operational effectiveness and efficiency of programs and services.
  • Experience with management and organizational theories, techniques, systems, and procedures applied in performing a wide variety of analytical studies and projects related to management improvement. 
  • Experience assessing the budgetary implications of various activities, and making recommendations.
  • Experience in data analytics including developing reports and dashboards summarizing complex program and project information for an executive audience.

There is no substitute of education for specialized experience for the GS-13 position.
