Duties

Help

As a Supervisory Contract Specialist for the Administrative and Overseas Operations division you will:

  • Serve as the primary contracting point of contact and manage comprehensive contract functions to include developing, soliciting, executing, modifying, monitoring, and contract closeout.
  • Exercise independent judgment in planning, organizing and directing the acquisition and contractual aspect of assigned programs for the USAID/OIG.
  • Assess developmental and training needs and provide guidance and direction to specialist in meeting training and certification requirements.
  • Assign work, monitor and evaluate performance, manage resources, develop plans and take actions to achieve goals.
  • Review, analyze and implement acquisition policies and procedures.
  • Serve as a warranted Contracting Officer with authority to obligate the Government.
  • Terminate contracts by analyzing, negotiating, and settling claims and proposals.
  • Ensure resources are used effectively to produce high quality results and anticipate future resource requirements by developing plans and establishing priorities.
  • Resolve complex contracting and procurement issues.

Qualifications

Applicants currently holding a FAC-C/DAWIA Level III certification are considered to have met all mandatory acquisition training requirements for this announcement. You MUST submit your certification with your application package in order to be considered for the position.

Applicants must be actively working as a warranted Contracting Officer or Contract Specialist.

Basic Education Requirement: Contracting Series, 1102 (opm.gov)

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the duties of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

GS-14: Applicants must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service or equivalent. Specialized experience is defined as: (1) Providing authoritative guidance in contract negotiations for the delivery of goods and services, (2) implementing, evaluating, and administering the full range of pre-award and post-award contractual/acquisition activities, and (3) ensuring acquisitions and contracts activities are in compliance with applicable procurement laws, regulations and procedures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Submit copies of certifications and copies of  transcripts listing courses with credit hours, major(s), and grade point average if you are qualifying on the basis of education.   You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.
