Duties

Help
  • Monitor, coordinate, analyze and evaluate complex and law enforcement sensitive data from criminal investigations
  • and operations (i.e. product substitution, terrorism, tech transfer, major theft, cybercrime/intrutions, e-business, environmental, kickbacks, and healthcare).
  • Analyze, review and compile criminal investigative data to discern trends or pertinent trends or pertinent investigative case characteristics.
  • Research information systems, commercial and legal publications, and other law enforcement and compliance database systems.
  • Maintain situational awareness of current and emerging cyber crime issues relating to the DoD.
  • Reviews cyber incident reporting to assist with case development based on management direction and Cyber Field Office strategy.
  • Maintain expert level competency in investigative databases and law enforcement analysis techniques, policies and methodologies.
  • Prepare data trend analysis and/or abnormality reports for dissemination to DCIS organizational components, management and field activities.
  • Maintains working knowledge of DCIS investigations and conducts trends analyses to formulate lessons learned and best practices applicable for future investigations.
  • Provide advice and guidance to DCIS field agents concerning investigative data and trends and to other programs within the Cyber Field Office.
  • Collaborate with DCIS analyst and criminal investigative analysts from other organizations to share information and investigative data analysis strategies.
  • Assist agents in subject and witness interviews, prosecution preparation, and meetings with outside agencies.
  • Experience reviewing/analyzing cyber related incident reporting and assisting with cyber investigations is desired.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/ Sensitive Compartmented Information security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

GS-11
Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-09 level in the Federal service or at an equivalent level. Specialized experience is defined as: assisting with trend analyses and statistical studies for a law enforcement organization; summarizing reports and extracting essential intelligence information to create cohesive reports for superiors and obtaining and manipulating data from a variety of investigative databases. OR

Three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR

A combination of specialized experience and education required to qualify at the GS-11 level as described above. (Only graduate education in excess of the Master's degree semester hours (2 years) may be used to qualify.) The percentage of the education plus the percentage of the required experience equal 100 percent. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required.

Selective Placement Factor: To qualify for this position, you must have experience using Law Enforcement Administrative databases and Law Enforcement Case Management systems.

GS-12
Specialized Experience:
You must have at least 52 weeks of specialized experience at the GS-11 level in the Federal service or at an equivalent level. Specialized experience is defined as: analyzing and discerning data obtained from criminal investigations involving allegations of public corruption, product substitution, procurement fraud, tech transfer, major theft, e-business, environmental, kickbacks, healthcare, and other related investigations.

Education cannot be substituted for experience at this grade level.

Selective Placement Factor: To qualify for this position, you must have experience using Law Enforcement Administrative databases and Law Enforcement Case Management systems.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
