Summary

You will serve as an EXPLOSIVES SAFETY SPECIALIST in NAVSUPPACT BAHRAIN.

The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

Duties

Help
  • You will provide direct oversight compliance of the OPNAV mandated Explosive Safety Program.
  • You will develop and conduct regional/local ammunition and explosives safety training.
  • You will inspect and monitor AE facilities, piers, holding areas, combat aircraft loading areas and ranges.
  • You will analyze AE safety gaps/deficiencies, develop clarifying guidance to higher level instructions and review construction design proposals for ammunition and explosives safety compliance.
  • You will represent region at numerous ammunition and explosives safety meetings, prepare correspondence, as well as maintain personnel expertise in AE field.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 200 level as part of the Individual Development Plan as established by the Supervisor.
  • Upon assignment, the employee must complete the training or re-certification within 24 months. If employee does not satisfactorily complete or maintain re-certification, employee will be subject to removal/reassignment.
  • Work involves limited office time, but incumbent spends a considerable amount of time and effort performing onsite training, inspections, surveys, and assessments of AE operating buildings, AE storage areas, air fields, piers and wharfs.
  • Assessments and inspections require frequent walking, prolonged standing, and occasional climbing, crouching and kneeling. Incumbent must be able to wear the appropriate personal protective equipment (PPE).
  • The incumbent may be exposed to mass detonating, fragmenting, and mass fire hazard producing materials, operating heavy equipment and rotating machinery, dust, fumes, and high noise levels; as well as extreme weather conditions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying explosives safety, practices, procedures, laws, regulations and policies to carry out an explosives safety program; 2) Determining causal factors contributing to mishaps and/or hazardous working conditions and developing corrective action; 3) Inspecting facilities to determine compliance with standard operating practices and locate potential areas for mishaps; and 4) Developing and/or conducting detailed explosives safety training. Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
