The Deputy Vice President, Management Services, oversees the prioritization and distribution of ATO’s financial and people resources; provides technical labor relations advice; improves processes in technical hiring; provides leadership and employee development; and strengthens organizational effectiveness and employee engagement. The Deputy Vice President reports to the Vice President, Management Services, and administers a budget of approximately $138M in the execution of duties through a multi-layered team of approximately 250 employees.
Specific responsibilities include:
Directs the establishment of administrative policies aligned with Agency and ATO mandated guidelines.
Manages a wide array of critical business, financial and contract support services including formulating and presenting ATO budgets, briefing financial reports and managing contractor support services.
Oversees ATO's human capital needs through active engagement, planning and strategizing with Agency stakeholders to attract and retain a diverse and qualified workforce, support development of the future aviation workforce and meet annual recruitment targets.
Provides collective bargaining agreement interpretations for ATO Service Units to support collaborative processes for, and between, 18 bargaining units representing over 25,000 bargaining unit employees.
Oversees the deployment of national, non-technical training, development and talent management solutions customized to ATO operations and advocates for agency talent management programs and services that meet the needs of the operations workforce.
Manages complex, workforce planning initiatives and executes them within ATO business plans and budget allocations.
Communicates and collaborates with senior aviation industry officials, key representatives of Congress, other Federal agencies, state and local governments to ensure achievement of ATO's fiscal and human resources requirements.
Selective Service Registration is required for males born after 12/31/1959.

Qualifications
