    This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Information Technology Group, Program Management Directorate. The incumbent serves as the Information Technology (IT) Program Executive Officer (IT PEO), IT PM Directorate Chief, and Senior IT Program Manager (IT PM) for DeCA.

    Responsibilities

    The incumbent reports to the CIO, providing program design, development and execution expertise; furnishing advice on emerging technologies and trends across the retail business; leading acquisition in accordance with DOD acquisition guidelines and policies, specifically Business Capability Lifecycle Guidance and DOD 5000 series; and developing and mentoring program and project managers across the Agency.

    The incumbent's primary role and responsibility include directing the following major areas that are critical to effective program management and execution: (1) policy development and cost trade analysis; (2) risk analysis and program planning; (3) business architecture planning and design; (4) configuration management; and (5) budget formulation and execution. The work requires mastery of advanced management and organizational principles and practices in business process reengineering, theories, methods, and techniques and broad knowledge of a wide range of qualitative and quantitative methods for assessing and improving program operations.

    In managing the PM Directorate, the incumbent applies comprehensive knowledge of DOD and retail activities and missions as well as a broad knowledge of management principles methods and techniques. This critical management knowledge, acquired through rigorous training, education, and experience, enables the incumbent to assess sensitive complex, and controversial matters adroitly and to propose effective corrective actions and program improvements. The incumbent ensures that adequate internal control systems are developed operated and evaluated so that government resources are managed efficiently and effectively. Incumbent develops performance metrics to ensure the effective management and execution of acquisition initiatives.

    The incumbent will have the knowledge, skills, and abilities to manage and evaluate: (1) moderate to high-risk programs or projects that require significant acquisition investment and business knowledge and experience; (2) a program and create an environment for program success; (3) the requirements development process, overseeing subordinate team members in creation development, and implementation; (4) processes including performance-based management techniques; and, (5) the use of earned value management as it relates to acquisition investments.

    The incumbent develops, reviews, or approves functional descriptions, program specifications; business needs statements and performance work statements (PWS) for contractor resources. Monitors project development and provides management control over knowledge systems to include the functional and physical characteristics of a configuration item, which have direct impact on DeCA-wide functions. Maintains continuous surveillance over assigned programs to ensure adequate and timely accomplishment of near-term and long-range objectives. Evaluates the effectiveness of work operations and ensures program success.

    The incumbent develops or validates acquisition strategies and approaches to acquire products and service effectively and efficiently for the Agency. Serves as a Source selection authority as required or appropriate. Functions as one of the final review authorities for proposals and information requests going to contractors. Meets with contractors and holds industry days to explain DeCA's direction and priorities. Performs and certifies market survey efforts.

    The incumbent is experienced in Federal Acquisition Regulation (FAR) acquisitions and DOD acquisition reforms, and develops solutions and architectures to integrate with DeCA, DOD and commercial systems as appropriate.

    The incumbent validates the performance of fault isolation and conducts technical reviews to assess underlying issues and causes. Assigns costs to requirements and facilitates senior level reviews to determine affordable requirements prior to and during acquisitions efforts. Maintains configuration control over the entire portfolio until systems reach full operational capability. Also maintains configuration control while systems undergo major modifications or technical updates.

    The incumbent ensures that new systems interface or are able to be supported by the DeCA centralized help desk, which includes commercial, and development application support. Develops and employs system to comply with DOD and CIO policies for computer and network Cybersecurity. Assesses program progress and recommends acceleration, cancellation or slipping of initiatives in order to meet corporate goal and budget targets. Ensures proper closeout and transition of implemented solutions to IT operations through coordinated service level agreements.
