Summary

The incumbent serves as an IT Specialist, IT Digital Advisor, in the OIT Front Office, CTO, Digital Experience Office. The incumbent is responsible for developing and executing a wide variety of IT initiatives in support of VA strategic priorities that span across the enterprise and require the use of modern digital delivery best practices.

Physical Requirements: The work is largely sedentary. The incumbent must possess the flexibility and versatility of mind necessary to defend and negotiate matters involving significant controversial issues. May be required to work under stressful conditions, such as long hours, to complete sensitive and urgent work assignments.

Major Duties:

  • Plans, and manages broad, emerging, and/or critical large-scale agency programs, serves as an expert throughout the agency on major nation-wide/government-wide program issues of Congressional interest, involving unprecedented factual concerns, requiring balancing of conflicting interests of extreme intensity involving future program and product application of the program's product or results, or because the extreme magnitude of the program ultimately affects the Nation's economy or foreign economies.
  • Responsible for implementing major transformations of enterprise-wide VA digital services, operating policies and procedures, standards and related reporting systems as indicated by the Senior Director of DSVA.
  • Serves as an expert and key technical policy advisor to the Director of the Digital Service, the CTO and the CIO, and other senior leadership on IT management and related regulation, legislation and policy.
  • Manages the development or implementation of IT plans and procedures and ensures appropriate product-related training and documentation is developed and made available to customers.
  • Plans and conducts pioneering work in their area of technology and/or technology policy to operationalize new IT systems data, content, and policy using industry best practices in security, scalability, and availability to improve the reliability of application framework to deliver interoperable digital services and business using knowledge of latest consumer internet technologies and technology management approaches leveraging economies of scale.

Qualifications


To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

The Selective Placement Factor for this position is: Extensive experience with modern digital delivery approaches including user-centered design, agile development practices, and DevOps.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.

Specialized experience includes: Experience using their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, and their expertise in leading efforts to use modern technology development and management approaches to deliver digital products to production.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

There is no educational substitution for the GS 15 level.
