Duties

Help

As the Director of the Administrative and Overseas Operations (AOO) division within the OIG Office of Management, you will:

  • Report to the Deputy Assistant Inspector general for management (DAIG/M) and serve as senior advisor to both the DAIG/M and the Assistant Inspector General for Management (AIG/M) on matters pertaining to acquisitions (contracting/ procurement),  overseas operations,  records management, facility management, travel, security, general administration, at the domestic and international level.
  • Through the work of the Supervisory Contracting Officer and his/her team, ensure that proper procurement processes are followed for the acquisition of goods and services and the execution of contracts and lease and that the integrity of the procurement process is upheld; supervise all procurement, certifying availability of funds and need for all purchases in accordance with applicable regulations.
  • Provide supervision and oversight to a team of overseas OIG management staff responsible for a broad range of regional management functions for the OIG. This team coordinates management functions, disseminate policies, and provide direct customer support across all Office of Management functions including human capital, information technology, travel, facilities and space, and financial resources
  • Make authoritative recommendations, exercise professional judgment, initiative, and executive leadership while directing, coordinating, and representing assigned programs and initiatives.
  • Direct long-range and annual work planning and provides definitive guidance to subordinate managers in major problem areas; apply knowledge of regulatory requirements, objectives, and goals through studies, research findings, reports, regulations, and conferences with personnel.
  • Maintain liaison with key personnel within the Department of State, USAID and OIG to obtain, clarify or disseminate pertinent information.
  • Provide assistance and advice; identifies and resolve problems which could have significant OIG-wide impact.
  • Provide guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs, which includes an in-depth knowledge of organizational agreements, internal policies, applicable precedents, agency manuals, directives, and research materials.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to GS-14 (or equivalent) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service to include: (1) developing strategies for planning and implementing financial policies and guidelines; (2) directing procedures and management controls of financial payments, allowances, and reimbursements; long-range and short-range planning on administrative management matters and projects and (3) providing guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs such as organizational agreements, internal policies, applicable precedents, agency manuals, directives, and research materials.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
