The incumbent of this position serves as a Budget Analyst responsible for various functions in the financial management arena.

Budget Formulation and Execution

  • Responsible for utilizing accounting and funds control system to maintain proper financial balance and to assure that management obtains the maximum benefit from financial resources without sacrificing efficiency or violating rules and regulations.
  • Forecasts funding needs and cost trends and advises program managers on the status of their funds and the availability of funding from various sources
  • Manage the federal and trust budget process including not limited to budget planning, formulation, presentation, allocation, execution, tracking and reporting.
  • Uses analytical methods and techniques to perform in-depth analysis of budget requests by exploring program tradeoffs and location alternative methods of funding.
  • Acts as an advisor/liaison across multiple Smithsonian platforms using different communication methods to ensure effective completion of assigned duties.

Qualifications

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation. Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

For this position, applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service or equivalent.

For this position, specialized experience is defined as: formulating budgets and tracking their execution; using analytical tools to provide in-depth analysis of budget requests; and preparing budget and/or financial forecasts and projections for an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience.  Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment on your online resume.

Note:  Your specialized experience must have been in a position(s) equivalent to duties for the occupation at the next lower grade level for the position being filled as defined by applicable Federal standards.

Education

Education can be used as a substitute for experience.  In order to use education as a substitute, you must meet the following criteria:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related to the position

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Knowledge of Federal budgetary guidance, supplemental guidance and instructions covering budget formulation and execution.

  2. Ability to prepare projections and forecasts based upon prior history and current expenditures to identify major technical and policy problems.
  3. Ability to monitor, review and analyze the execution of the approved budget.

  4. Ability to use accounting and funds control systems to maintain proper financial balance and identify issues with any financial request.

  5. Ability to communicate recommendations to leadership effectively utilizing a number of different methods (email, white paper, presentation, orally, etc.)
