Leads the technical design, implementation and maintenance of the Museum’s websites, web-based platforms, and digital initiatives.
Serves as the Museum's primary expert on technical matters concerning web, mobile, semantic web, and other software applications. Researches existing and emerging technologies to determine and directly implement appropriate methods of content delivery and presentation. Advises on applications and systems. Writes technical documentation and specifications.
Ensure ongoing maintenance and compliance with organizational directives and system and software changes as they arise. Troubleshoot and resolve technical issues, perform regular upgrades or enhancements to improve efficiency and performance.
Configures and optimizes the museum’s digital environment, system architecture and integrations. Develops connections between digital content management system (CMS), Smithsonian enterprise information systems, linked data, application programming interfaces (APIs), and other shared systems, web services, and data sources.

Qualifications
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation. Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
For this position, applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or equivalent.
For this position, specialized experience is defined as: managing projects and developing web applications for an organization's website; developing applications across multiple platforms (web, mobile, tablets); interfacing with content management systems; advising staff on technical issues; and planning and implementing web interfaces that involve integration of multiple systems and data sources. Experience must include writing code and working with Drupal, PHP, JavaScript, XML, HTML, JSON, databases, and APIs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment on your online resume.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
Ability to design, develop, and produce complex websites and applications, with expert knowledge of web best practices.
Ability to write code for large-scale, dynamic web and web-based applications. Expert knowledge of content management systems (CMS) and web development frameworks including Drupal. Ability to create, edit, or modify templates for a CMS or web development framework.
Knowledge of cross-platform, digital formats for multimedia delivery and management, including text, images, video, and audio on web, mobile, and tablets. Expertise in backend design of websites for all modern web and mobile browsers.
Ability to lead analysis of requirements of web, mobile, semantic web, and other software applications, server and systems integrations, define optimal solutions, and manage implementation.
Ability to lead technical development and establish productive and collaborative relationships with internal and external partners to accomplish goals under tight deadlines.
Knowledge of server and software administration best practices and ability to troubleshoot and optimize application performance.
Knowledge of testing, monitoring, and version control best practices with ability to utilize repositories such as Github.
Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:
Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.
