During the current period of maximum telework required by the Agency’s COVID-19 response, telework will be maximized. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO – Alexandria, VA campus. This position is located in the U. S. Patent and Trademark Office (USPTO), Office of the Chief Administrative Officer (OCAO), Records and Information Compliance Program Office. The offices of the CAO provide a plethora of administrative services and support, which include the development of architectures, policies, practices, and procedures that provide for proper management of information lifecycle needs of the USPTO.
The position is directly accountable to the Chief Administrative Officer, and/or the Deputy Chief Administrative Officer.
The Records and Information Compliance Program Office (RICPO) supports mandated USPTO information resource management programs through the administration of USPTO Paperwork Reduction Act (PRA) compliance, Privacy Act (PA) compliance, forms management, Controlled Unclassified Information (CUI) management, and electronic records and documentation management programs.
The incumbent selected for this position will perform the following duties:
Serving as the Director of the Records and Information Compliance Program Office (RICPO) responsible for planning and managing the Records Management program throughout USPTO.
Ensuring RICPO programs and initiatives are aligned with USPTO business and mission needs throughout the full lifecycle, from initial receipt or creation to final disposition of all types of record, including electronic records.
Developing USPTO-wide records management policies, standards, procedures, and practices for effective records management.
Overseeing the implementation of existing Paperwork Reduction Act (PRA) practices that ensure compliance with governing laws and regulations to ensure that USPTO business units operate more efficiently, while ensuring federal compliance.
Providing expert guidance to USPTO business unit heads, their appointed representatives and executives regarding external mandates promulgated by the Paperwork Reduction Act IAW OMB requirements.
Overseeing the Privacy Act Compliance portion of the Information Governance Guild (IGG) responsible for maintaining, processing and approval of the system of records notices (SORNs), privacy impact assessments (PIAs) and privacy threshold analysis (PTAs) as it relates to Privacy Act Compliance and protection of privacy data.
Overseeing and supporting USPTO initiatives for electronic government to include oversee the planning, organization and coordination with USPTO business unit heads to articulate privacy act compliance associated with information management requirements for automated system development.
Serving as the certified Contracting Officer’s Representative, overseeing major contracts.
Preparing technical specifications, statements of work, task orders, requirements initiatives and other acquisition related documentation necessary to effectively obtain and manage contractor-supported activities, and acquisition of hardware and software required.
Serving as the USPTO liaison with NARA on all records management issues, including any Federal Records Center (FRC) issues concerning the interagency agreement for services.

Qualifications
You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes:
Experience with development, staffing, effective implementation, oversight and deployment of Agency policies, processes, procedures, training, and compliance as they pertain to Agency wide Records Management, Controlled Unclassified Information (CUI), Forms Management, Privacy Act (PA) compliance, Paperwork Reduction Act (PRA), and Contract Officer’s Representative (COR) programs;
Experience in the oversight, development, implementation, policies, instructions, procedures, control systems, and methodologies for the execution of the Paperwork Reduction Act (PRA) and other assets, including: analysis/review of proposed information collection (IC) requests, to ensure clearance of IC requests including, but not limited to, supporting statements, non-substantive change requests, 60- and 30-Day Federal Register Notices, and PRA sections of rules within the requirements of 5 CFR 1320.
Experience overseeing and managing electronic/non-electronic records management systems, records programs and activities to include applications to plan implement, and manage record retention systems, including the Archives and Records Centers Information System (ARCIS), National Archives Electronic Records Archives (ERA), and in-house digitization/electronic recordkeeping process and procedures; expertise in oversight for optimal records management functions and compliance;
Experience communicating with executive management, legal counsel and business senior management officials on records and information compliance requirements, special projects, leading working groups, and related complex/controversial issues in support of Agency missions; and/or
Experience building, managing or supervising a workforce to include assigning work, setting priorities, reviewing and evaluating work and performance, identifying and addressing developmental needs of employees, and completing administrative duties.
In addition to the specialized experience, this position requires that the incumbent be FAC-COR Level III certified. Selectees currently holding a FAC-COR Level II certification will be required to complete all mandatory training to obtain a FAC-COR Level III certification.
