Duties

Help

  • Provides technical assistance for complex audits and carries out other activities in connection with the Agency programs and program participants. Frequently serves in a supporting technical advisory role to match complex audit objectives with technical solutions.
  • Performs reviews using appropriate audit techniques, analyzes data to support findings, and develops recommendations to correct deficiencies; prepares comprehensive audit work papers documenting audit work performed.
  • Discusses findings and observations with responsible organizational elements, technical representatives and others to develop key pieces of a constructive final report; prepares sections of, or, a comprehensive final report summarizing the audit and/or assurance of review results.
  • Supports the team in meetings with top management officials to present audit findings, explains the significance of conclusions, and justify recommendations. Assists in obtaining written responses to recommendations from management officials and follow-up with management officials to ensure corrections are made in a timely manner.
  • Supports the completion of a project plan, including a design matrix and coordinate to establish appropriate milestones that comply with SBA OIG policies and procedures.

Qualifications

To qualify for this position, applicants must meet any basic requirements and specialized experience.

Basic Education Requirement:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In order to qualify for this position, your resume must provide sufficient experience, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: utilizing professional knowledge of the theory, concepts and practices of accounting and auditing to ensure quality work when conducting audit reviews; analyzing data, drawing conclusions and recommending corrective action; and working as an audit team member ensuring overall projects are accomplished within Generally Accepted Government Auditing Standards (GAGAS) and other established guidelines and timelines; OR

Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field such as Accounting, Auditing, Business Administration, Finance, or Public Administration; OR

A combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 04/01/2021.
