Summary

This position will support the Federal Government's response efforts to COVID-19.

This position is that of Engineering Technician for the Great Plains Area, Office of Environmental Health and Engineering, Indian Health Service. The purpose of this position is to assist in project development and management, design, construction, as-built development of individual and community water supply, wastewater disposal and solid waste disposal facilities.

Help

  1. Follows specific drafting standards utilizing Auto CAD/Civil 3D software; independently creates or modifies complex drawings.
  2. Maintains complete working file list on all projects and stores all files in appropriate locations on the network. Collects and organizes field notes, sketches, record drawings, and other pertinent reference material.
  3. Assist the Project Engineer in the project management of the contracts for the construction of individual water and sewer systems.
  4. Construction inspections of on-going construction work and coordinate construction staking. Independently operate survey equipment and interpret moderately difficult and complex specifications and drawings.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
GS-03: 6-months of general experience that demonstrates my ability to perform the duties of this position. OR, successfully completed 1 year of study that includes at least 6 semester hours in any combination scientific or technical courses such as engineering, industrial technology, construction, physics, drafting, surveying, physical science or mathematics.

GS-04: 6-months of general work experience and 6-months of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. Examples include: Experience with drafting and data entry in miscellaneous systems. Gathering data from surveys, field exploration both visual and physical. Utilizing surveying equipment to collect data, stake facilities and/or verify construction tolerances. Estimate cost of construction for water and sewer facilities. OR, completed 2 years of study that included at least 12 semester hours in any combination courses such as those shown above for GS-3

GS-05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Collects and analyzes data on local water distribution systems, water storage facilities, sewage or waste treatment systems for design of new construction. Conducts on-site inspections of uncomplicated projects under contract to ensure that proper specification are being observed. Sets and/or verifies location and grade stakes during construction per approved survey specifications. Prepares technical specifications of construction material, estimates type, capacity, and cost of construction, equipment, and materials. Prepares uncomplicated designs for water and sewer systems. Estimate cost, manpower and material necessary to build water and sewer systems and submits recommendation to higher authority. OR, completed a full 4-year course of study leading to a bachelor' s degree (a) with a major study in an appropriate field of engineering, construction or industrial technology OR (b) that included at least 24 hours in a combination of courses such as those shown above for GS-3

GS-06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Using knowledge of engineering and sanitation systems to complete drawings and specifications. Coordinating with engineering in understanding the design objectives and the needs of the project. Participating or leading survey crews involved in the collection of data and using that data in the development of engineered designs and construction drawings; doing so using modern surveying and drafting equipment including Total stations, and computer-aided drafting software such as AutoCAD. Investigates malfunctioning water and sewer system components and makes preliminary diagnosis.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
