Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Work independently to analyze chemical analysis and reports to ensure ingredients are safe and appropriate for product development and allowable for domestic and imported alcohol beverage products
- Research, analyze and prepare oral and written reports with technical accuracy in accordance with all TTB ruling, regulation, policies and procedures
- Lead and coordinate formulation activities with PhD level Chemists, Scientists and other high-ranking Researchers with a high level of efficiency and makes application of science-based information and technology
- Respond to and determine final decision and outlined course of action regarding complaints from industry members, the public and other federal, state and local agencies relating to alleged violations of the Federal Alcohol Administration Act (FAA Act) or the laws and regulations relating to the production of alcoholic beverages
- Participate in special projects and task forces within the Bureau to increase the effectiveness of the FAA Act regulatory enforcement program, prepare new regulations, and increase the effectiveness of updated and revised regulations relating to the FAA Act, related laws and the production of alcoholic beverages

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must meet the specialized experience requirements for this position, with at least one (1) full year of experience at the GS-09 level, or equivalent. This experience as provided below, should have equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. This specialized experience includes:

- Applying the Federal Alcohol Administration Act (FAA), Internal Revenue Code, and other regulations relating to the labeling, formulation and production of alcohol beverages; AND
-
Analyzing or researching and reporting on laws, regulations, policies and procedures applicable to food products.

OR You may substitute education for general or specialized experience as follows:
- Education: 
A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, OR 2 full years of progressively higher level graduate education leading to such a degree, in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work; OR
- A combination of education and experience: 
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized experience: For the GS-09, you must meet the specialized experience requirements for this position, with at least one (1) full year of experience at the GS-07 level, or equivalent. This experience as provided below, should have equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. This specialized experience includes:

- Analyzing or researching laws, regulations, policies and procedures applicable to food products and preparing findings in reports.

OR You may substitute education for general or specialized experience as follows:
- Education: 
A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, OR two full years of progressively higher level graduate education leading to such a degree, in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work; OR
Combination of Experience and Education: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT
