Duties

Help

This position is located within the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Investigations (INV) in Washington, DC. The Office of Investigations is responsible for investigating and bringing to the appropriate criminal and civil justice system those individuals and organizations involved in financial, professional, civil, or criminal misconduct relating to Department of Homeland Security programs and operations.

Being a Supervisory Intelligence Research Specialist makes you a valuable member of the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Investigations (INV) Digital Forensic and Analytics Unit (DFAU), you will be responsible for planning, directing, and otherwise managing all data mining, proactive, and reactive intelligence activities within INV. The incumbent serves as a subject matter expert on OIG data sources, and provides matrix management and mentoring for the IRS and data scientist staff . Duties include:

  • Supervising, planning, directing, and coordinating all INV activities involving data mining, proactive initiatives, and data source acquisition and maintenance.
  • Serving as technical advisor/consultant for extremely complex, controversial, or high visibility investigations that may be single or multi-site.
  • Researching relevant laws, regulations, and legislative history and provides interpretive guidance to investigators, auditors, program analyst, and other Investigations staff members. Evaluating intelligence and investigative reports for technical accuracy and adequacy and making recommendations for improvement.
  • Developing detailed reports, or reviews reports drafted by detailed intelligence staff, exercising judgment as to the significance of various findings and the soundness of conclusions and recommendations. Preparing plans for accomplishing objectives for individual investigative audits, evaluations, advisory reports, special studies, and risk assessments analyses of Departmental activities, functions, and programs.
  • Conducting administrative meetings with high-level officials of the organizations being investigated. Presenting findings in a tactful and professional manner that will best lead to improvements in the Department's operations. As, needed, performing a variety of high-level special analytical assignments involving national Departmental policy and performance matters.

Qualifications

You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing duties such as:

  • Planning, directing, and managing data mining, proactive, and reactive intelligence activities;
  • Developing detailed reports, or reviews reports drafted by subordinate intelligence analysts,
  • Exercising judgment as to the significance of various findings and the soundness of conclusions and recommendations;
  • Providing expertise on data sources from all areas - including classified, unclassified, open source, and commercial, with information relevant to the department mission;
  • Serving as an analytic expert within the law enforcement or intelligence communities

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: knowledge and experience in conducting data intensive national security and law enforcement intelligence analyses.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
