Duties

Help
  • You will survey for and evaluate impacts to rare and endangered plants and wetlands, including vernal pools.
  • You will work with military installation stakeholders, liaison and consult with regulatory agencies, and communicate with members of technical and professional groups and organizations.
  • You will be knowledgeable of geographic information systems, remote sensing (including global positioning systems, aerial photo interpretation), computer databases, and software for planning and managing soil, wetland, and botanical resources.
  • You will be skillful in interpreting environmental laws, regulations, policies, and guidelines to support compliance, standard operating procedures, and planning, with special emphasis on threatened and endangered species.
  • You will have knowledge of Southern California ecosystems and ecology, with special emphasis on plant identification, associated enhancement methodologies, and fire management

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to wear personal protective equipment such as helmets, gloves, hearing protection, eye protection, and/or boots at times when working outside of the office.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • The ability to operate a motor vehicle is required, including possession of a driver's license valid in the state of California.
  • The ability to work in relatively remote field conditions, walking/hiking more than one mile over uneven terrain in warm/hot weather, and standing for long periods of time in field conditions.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing impacts of proposed actions on natural resources, providing recommendations, preparing and implementing conservation plans with relation to plant ecology AND identifying plants to include principles and practices for flora data gathering and installation management.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
DEGREE = botany; or basic plant science that included at least 24 semester hours in botany.

Completion of graduate level education in the amounts shown below, in addition to meeting the basic requirements, is qualifying for the position.

Successfully completed a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.

OR

Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
