This position is located in the Department of Homeland Security, Office of Inspector General (DHS OIG). The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. We also seek to deter, identify and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security.

Being a Program Analyst makes you a valuable member of the OIG, Office of Audit. You will participate in audits and the review of allegations of fraud, waste, abuse, and mismanagement of funds. Typical assignments include:

  • Conducts broad program assignments requiring integrated analysis of a number of management programs, systems, and operations.
  • Assures that work papers are prepared in accordance with OIG procedures and other appropriate guidance
  • Preparing various types of reports, briefings, and testimony that cover all major management aspects of DHS programs..
  • Research and prepare proposals for future departmentwide audits, inspections and evaluations and/or investigations.
  • Developing new approaches where no precedents exist and/or developing creative solutions to controversial problems.

Qualifications

GS-12

You qualify for the GS-12 grade level if you have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at this level includes:
-Analyzing and evaluating the effectiveness of program operations;
- Providing technical advice on program operations;
- Preparing data summaries for inclusion in routine and special reports

GS-13
You qualify for the GS-13 grade level if you have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience at this level includes:
- Analyzing and evaluating the effectiveness of program
operations;
- Providing technical advice on program operations;
- Preparing data summaries for inclusion in routine and special reports; and
- Participating in discussions, meetings and conference calls to provide information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 03/29/2021of this announcement.
