Being a Program Analyst makes you a valuable member in the Data Analytics and Support Division (DAS), Office of Information Technology Audits (ITA), Office of Inspector General, Department of Homeland Security (DHS).The Division is responsible for providing analytical products for its own audits as well as those needed to support audits, inspections and investigations of DHS programs. The incumbent works with relational database models and/or large data warehouses, identifying, and collecting, ingesting, and processing new data sets. Typical assignments include:
Supporting program managers, auditors, inspectors, and investigators by assisting with the development of automated analytical tools, creating dashboards related to analysis performed, and documenting best practices.
Assessing the findings of the analysis and develops strategies for resolving problem
Analyzing information obtained through data analysis, document review, previous audit reports, written policies and procedures, legislative history, financial/accounting records, and other materials related to the program, function, or activity under review.
Leading interviews and obtains necessary background information to assist in data analytics projects
Preparing presentations and briefings on studies/analyses/evaluation results

Qualifications
You qualify for the GS-12 grade level if you have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at this level includes:
1.)Querying large SQL databases as a member of a data analytics team;
2) identifying, collecting, ingesting and processing new data sets;
3) gathering stakeholder requirements for data analytics projects. AND
4) delivering written and oral communications to explain the results of data analytics projects to stakeholders.
You qualify for the GS-11 grade level if you have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience at this level includes:
1) Querying large SQL databases as a member of a data analytics team;
2) identifying, collecting, ingesting and processing new data sets; AND
3) gathering stakeholder requirements for data analytics projects.
-OR-
I have a Ph.D or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree; or a LL.M. OR
I have a combination of specialized experience and graduate level education that meets 100%
of the qualification requirements for this position.
You qualify for the GS-09 grade level if you have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience at this level includes:
1) Querying large SQL databases as a member of a data analytics team; AND
2) identifying, collecting, ingesting and processing new data sets;
-OR-
I have a master's or equivalent graduate degree or I have 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related OR
I have a combination of the above-defined education and experience which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position successfully
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
