Prepare, oversee and/or review studies and/or technical documents to investigate the release of petroleum and/or hazardous contaminants to the environment, determine and oversee appropriate cleanup actions, and ensure long-term effectiveness of cleanups
Serve as project management expert related to the clean-up program and/or act as a designated subject-matter expert related to technical complexities associated with site cleanup efforts
Direct contractors and/or serve as the technical lead on contracting matters and/or oversee state partners in the performance of work to assess/evaluate and cleanup sites impacted by petroleum and/or hazardous contaminants
Participate in enforcement activities, including assisting in the identification of Potentially Responsible Parties
Perform community relations activities within a public forum as a representative of the Agency

This position is designated as Moderate Risk and requires a background investigation. Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience conducting investigation or remediation of contaminated sites AND experience interpreting federal, state or local environmental regulations
- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience conducting or overseeing investigation or remediation of COMPLEX contaminated sites AND experience interpreting federal, state, or local environmental regulations
Your application package will be used to evaluate your competencies in the following areas:
Knowledge of the U.S. EPA Resource Conservation and Recovery Act as amended (RCRA Subtitle C) and/or UST/LUST provisions (RCRA Subtitle I), as well as PCB regulations under the Toxics Substances Control Act (TSCA)
Knowledge of other federal, state, and local environmental regulations
Knowledge of a wide range of engineering or scientific principles, and methods applicable to evaluate the effectiveness of cleanup and management of sites impacted by petroleum and/or hazardous contaminants. This includes conducting studies on site characterization for determining public and environmental health risks, conducting evaluations for site remediation and design, and selecting alternatives
Specialized safety training as required to comply with field health and safety standards
Ability to utilize software programs to assist in data management and for summarizing large amounts of information
Knowledge of basic investigation techniques; and ability to analyze conventional situations, problems and legal issues, and recommend sound decisions based on conclusions
Knowledge and skill in establishing goals and assessing progress toward their achievement; and in adjusting work operations and program objectives to meet requirements within available resources
Skill in oral communication
Skill in written communication

A bachelor’s or higher degree from an accredited or pre-accredited college or university in:
0401 - General Natural Resources Management and Biological Sciences Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
1301 - General Physical Science Series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
