This position reports to the Deputy Associate Administrator, Human Exploration and Operations. The Director of Launch Services Office:

- Serves as an advisor to NASA missions regarding commercial launch industry; commercial launch services; LSP capabilities; and the terms and features of the NASA LSP launch service contract mechanisms. In addition to supporting NASA missions, serves as the NASA Headquarters Interface to Civil Sector commercial launch service customers.

- Serves as a subject matter expert (SME) for Agency and National level launch related policies providing review, input and support as required. Interacts with congressional and executive branch staff (regarding commercial launch services, and launch policy matters

- Develops relationships with other senior level executives within U.S. Government launch related agencies and domestic commercial launch service providers; and manages any assigned agreements between NASA and those entities.

- Manages the Agency's Flight Planning Board (FPB) launch manifest, as the NASA FPB Chairman, to ensure NASA missions are deconflicted prior to going to the range for approval.

- Provides guidance and direction on commercial launch service-related acquisition and contracting matters; provides Authority to Proceed for LSP acquired commercial launch services; and ensures such launch services are executed in compliance with appropriate NASA policies for launch vehicle certification, risk management and flight readiness.

- Participates in the Launch Readiness Reviews for LSP assigned missions providing authority to enter the launch count.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in developing launch service-related acquisition/procurement strategies and contract terms; evaluating commercial launch service proposals; and managing launch service contracts or task orders.

MTQ 2- Demonstrated experience with and knowledge of the U.S. launch service industry and market. Demonstrated experience working launch and/or space policies with other federal agencies and/or the Executive Office of the President.
